Communications Specialist - USAID Moldova Future Technologies Activity



The USAID Future Technologies Activity (FTA), implemented by Chemonics International, seeks a Communications Specialist.

The Future Technologies Activity (FTA) continues USAID’s legacy of sector competitiveness programming, building on lessons learned and adaptions, relationships, and local partner trust achieved by previous programs over the past 15 years. Building on previous successes in facilitating the development of diverse local partners, FTA uses a global market systems framework to continue to build capacity for sustainable, systemic progress while applying best practices to new partners and sectors. FTA co-creates systemic interventions with Moldovan partners to transform selected sectors by integrating new technologies and digitalization, promoting innovation and creativity, incentivizing green and sustainable practices and technologies, and building linkages with global markets. FTA works in the following sectors: light manufacturing, information and communication technology (ICT), engineering, creative industries, and digital media. 

POSITION DESCRIPTION

The Communications Specialist – working with the communications team – will manage communications activities and will ensure project promotion and visibility, media and social media presence, proper branding and marking, successful reporting, and communications support for partners. Illustrative activities are listed below.

SPECIFIC RESPONSIBILITIES

  • Supports strategic communications for project partners and grantees as appropriate and in-line with project needs; builds communication capacity for partners ad determined by project work plan
  • Supports the project’s efforts to increase the quantity and quality of media stories in project related industries; supports media relations efforts
  • Monitors press and saves media clippings for the project’s reporting purposes
  • Reviews project deliverables, publications, and communications for adherence to USAID Branding and Marking Guidelines
  • Provides guidance and support on donor (USAID, Sweden, and UKaid) marking and branding of project materials and communications and materials of grantees and partners
  • Supports development of online materials including regular social media posts
  • Maintains the project photo and video library and social media presence and ensures timely updates of project activities, events, and results
  • Develops background information, talking points, speeches, and scene setters for events organized by the Project. Ensures key messages are integrated.
  • Develops communications and media for project events (and partner events as appropriate)
  • Develops technical specifications/scope of work/ request for proposals for outsourcing communications activities and coordinates the contracts with local partners, monitors deliverables and outcomes of the contract
  • Develops weekly updates and monthly success stories for USAID about project activities in coordination with communications team
  • Develops project fact sheets, one- and two-pagers to highlight project flagship initiatives, assisted industries, and Centers of Excellence
  • Supports development of monthly, quarterly, and annual reports developed by the project for internal or public distribution
  • Supports the formatting, editing, and publishing of studies, working papers, planning tools and methodologies or other new activities
  • Performs other duties as necessary or assigned

 QUALIFICATIONS

  •  Minimum of three years of experience working in strategic communications
  • University degree in relevant field, such as communications, public relations, or related
  • Demonstrated experience working effectively with various industry stakeholders including the private sector, academia, the Government of Moldova, donors, and others
  • Fluency in Romanian and proficiency in English and Russian preferred, with excellent oral and written communication skills
  • Previous experience implementing donor-funded programming preferred
  • Previous experience developing written reports, event briefers, and talking points for donors preferred
  • Demonstrated leadership, versatility, and integrity
