GIZ - PR and Communications Specialist

The German Development Cooperation’s (GIZ’s) Energy Project is looking for a PR and Communications Specialist with a firm grasp for political frameworks and sensitivity to support the implementation of the project’s communication strategies. The Specialist is responsible to ensure visibility of the different project’s components, manage communication through offline and online channels, dynamically communicate to target audiences of the project, generate key messages, and fulfill the donor’s requirements on communication and visibility. The project is financed jointly by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by several European donors.

This position is planned to start in September 2024 and last for a 12-month period with the possibility to be extended, based on a successful employment period and project extension. The PR and communication Specialist will oversee and steer all project related PR activities, including development, coordination and implementation of a communication and visibility action plan, ensuring the cooperation and communication with local stakeholders (e.g. Ministry of Energy, CNED, local authorities, NGOs), and establish/coordinate inputs to the communication platforms related to local outreach networks in selected regions. The permanent workplace for this position is in Chisinau. The overall responsibilities covered by this position are as follows:

  • PR & Communication Planning & Implementation: creates and edits all PR related information (news, articles, social media posts, newsletters etc.); increases the visibility and outreach of the project via social media; ensures quality of outreach-strategies; identifies external communication services and agencies, prepare terms of references for contracts and accompany actively the implementation of these services; delivers high quality communication products such as press releases, newsletters, posts on websites, social media, fact sheets, presentations etc.; communicates with the national press, national and regional partners, international donors and implementing organizations, other GIZ projects and the GIZ Country Office; supports the project with strategic orientation on communication to various target groups, while presenting a consistent corporate image and communicating GIZ corporate policy and strategy; ensures communication among GIZ’s projects and other projects effectively, e.g. introducing and moderating useful communication tools; ensure communication directly to the project's donors and fulfil the donor's requirements on communication on national and international level.
  • Coordination tasks and knowledge management: assists in the general project and activity planning and develops communication plans including the target group, tools and promotion channels; coordinates the communication plan in consultation with the component managers, the project's commission manager, technical advisors and in close cooperation with the implementing partners; advises the project partner (e.g. Ministry of Energy, CNED, local authorities) on communication work in the context of development cooperation; coordinates external consultancy services on coordination, including preparation of terms of reference / tender documents, contract negotiations, communication with the GIZ procurement unit, as well as deliverables of the consultants, quality assurance and internal / external reporting; shares information in GIZ's sectoral networks and internal (worldwide) working group; contribute to non-communication project activities when needed and together with the technical advisors;

 Required qualifications:

  • Master's degree other equivalent graduation in communications, journalism, media, marketing or other relevant fields
  • holder of an officially recognized additional degree / training / certification in communications, PR, journalism, etc.
  • good understanding of the Moldovan governance structures, especially related to the energy sector
  • at least 5 years professional experience related to public relations and/or marketing and sales
  • language skills: fluency in Romanian, English and Russian (all spoken and written); knowledge of German is an asset
  • experience in the organization and facilitation/moderation of events and/or establishing working groups
  • experience in the developing and tailoring communication and writing publications for a wide array of audiences
  • experience in the design of printed and online media outreach materials
  • working experience for a donor funded project in Moldova would be an asset
  • strong knowledge and experience of content creation for social media and other digital communication
  • excellent computer skills (MS Office, Outlook, Internet and other)
  • strong knowledge of communication technologies and applications
  • high level of sensitivity, eloquence and a confident manner of communicating in a high-level political context
  • ability to establish and coordinate networks consisting of a wide range of partners from diverse backgrounds
  • ability to work under pressure to tight deadlines with excellent time management skills
  • ability to work on individual responsibility but in close cooperation with the team and superiors
  • problem-solving skills, the ability to negotiate, be a strong team player, and take initiative
  • strong work ethics and sense of responsibility
  • willingness and ability to travel inside the country
  • excellent drafting and presentation skills
  • Moldovan citizenship or holding permanent resident status in Moldova.
