GIZ - Communication and PR Specialist

GIZ is looking for a Communication and PR Specialist within its Country Office in the Republic of Moldova.
This position is expected to start in February 2026 for a 12-month period, with the possibility of extension.
The permanent workplace of the Communication and PR Specialist will be located at the GIZ Country Office facilities in Chisinau. The Communication and PR Specialist will act as a specialist in strategic communication within GIZ Moldova Country Office and will be responsible for:
- Identifying, initiating and implementing internal & external communication with the German Embassy, GIZ partners, GIZ regional projects with representatives in Moldova, donors, KfW, media representatives etc.
- Informing and foster awareness raising with respect to impacts of GIZ implementation for Moldovan citizens. All outputs should reflect the broader GIZ Moldova communication framework: clearly outlining the benefits for Moldovan citizens, and at the same time ensuring accountability and transparency towards German taxpayers, by showing the impact of German and EU support.
- Promoting impacts of German Development Cooperation via “story telling” etc, while integrating the voices and perspectives of Moldovan citizens.
- Capacitating the strategic communication ability of projects and partners on presenting impacts of the activities within local and national media (media appearances).
- Ensuring visibility of GIZ projects portfolio, focusing on its objectives and impacts via GIZ IDA platform, GIZ Moldova Facebook page and other relevant social media platforms; through a citizen-oriented approach that highlights how the project contributes to improving the daily lives of Moldovan citizens.
- Coordinating all communication and protocolary aspects during high-level events/meetings in accordance with communication and visibility concept for the German development cooperation.
- Coordinating cooperation with external communication service providers (e.g., appraisers, agencies, photographers, trainers, copywriters).
Required qualifications:
- Master’s degree in communication, journalism, public relations or equivalent professional work experience in the communication area;
- At least 5 years general work in communication within public institutions / international development area;
- Proven record of usage of storytelling or citizen-oriented communication;
- High level of customer service orientation;
- High level of sensitivity, eloquence and confident manner communicating in a political context;
- Strong command of communication technologies and applications;
- Proven ability to identify opportunities and to effectively manage relationships with media representatives, government officials and other GIZ partners;
- Mature initiative, tact and high sense of responsibility;
- Be able to work autonomously and on own initiative while reporting regularly to the line manager;
- Be a team player, supportive of project colleagues;
- Excellent interpersonal, organizational and time management skills; ability to interact effectively with all levels of the organization and donor landscape in Moldova;
- Excellent planner and implementer, capable of cheerfully withstanding pressure and meeting tight deadlines;
- Excellent knowledge of written and oral English, Romanian & Russian; German would be an asset, ability to interpret, translate in small groups or at small meetings desirable;
- Excellent computer skills (MS Office, Outlook, Internet and other);
- Willing and able to travel inside and outside the country for event support, when needed;
- Moldovan citizenship or holding permanent resident status in Moldova.
