The Women’s Empowerment through GBV Services (WEGS) Project, financed by the Japan Social Development Fund through the World Bank and implemented by AO Gender-Centru, in partnership with AVE Copiii and national stakeholders, introduces a pilot model that delivers integrated, survivor-centered services in four target regions of Moldova: Chișinău, Bălți, Cahul, and Ștefan Vodă.
WEGS aims to improve access to integrated, specialized services for gender-based violence (GBV) survivors and support their economic empowerment, while enhancing government and NGO capacity to address GBV in selected Moldovan communities.
The consulting services (“the Services”) include the role of up to two Individual Consultant/s to Deliver Professional Orientation Training for Survivors of Violence under the WEGS Project, funded by the JSDF and supervised by the World Bank. The Consultant/s will up to 15 two-day employability and job-readiness training sessions for women survivors of violence who are seeking employment or re-entry into the workforce, as well as up to 15 comprehensive two-day training programs for up to 25 women survivors per session, aimed at equipping participants with the knowledge, tools, and practical skills required to develop a complete and feasible business plan.

The Association “Gender-Centru” invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Mandatory requirements:
- A university degree (Bachelor’s or higher) in social sciences, economics, business administration, education, labor studies, psychology, human resources, or another relevant field.
- A minimum of 3 years of professional experience in adult education, economic empowerment, entrepreneurship development, employability programs, or vocational training.
- Demonstrated experience in designing and delivering training or coaching sessions on employability skills and/or business planning, including the development of practical tools and materials.
- Solid knowledge of the Moldovan labor market, labor legislation, entrepreneurship regulations, and relevant employment support mechanisms.
- Fluency in Romanian and at least a working knowledge of Russian.
Possession of the following qualifications would be considered an advantage:
- Previous experience working with international organizations or donor-funded projects in Moldova.
- Experience collaborating with public employment services, business support organizations, entrepreneurship hubs, social assistance structures, or civil society organizations.
- Proven understanding of gender equality and the specific needs of women survivors of violence or other vulnerable groups.
Duration:
This consultancy will require up to 85 working days over a period of 3,5 years (February 2026 to May 2029). The Consultant/s will be required to travel to various regions of Moldova to facilitate the planned sessions. All transportation, logistical arrangements, and participant invitations will be organized and covered by the Association “Gender-Centru.” For preparatory work, the Consultant/s are expected to use their own computer and ensure reliable internet access.
A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 edition.
