Project Overview
The objective of the Moldova Energy Security Activity (MESA) is to strengthen Moldova’s energy security by (1) advancing physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) expanding investment in energy efficiency and domestic power generation, particularly through adoption of renewable energy technologies.

Tetra Tech has an opportunity for a Construction Project Manager, to support the MESA’s in-house engineering and construction professional, who’s primary role is providing technical expertise for the development of the energy services market in Moldova through the Super ESCO pilot project, while overseeing the design and construction works of other MESA activities Learn more about MESA here.
Position responsibilities
- Collaborate closely with the International Consultant on Super ESCO to provide technical expertise on the Moldovan market to inform development of the pilot program documents.
- Review construction plans, supporting contractor selection, monitoring execution of construction works etc.
- Coordinate and participate in design reviews for small-scale construction and installation activities involving thermal rehabilitation of buildings, energy efficiency measures and non-energy efficiency (protective) measures, that may include multiple discipline features (HVAC, electrical, instrumentation/controls, civil, architectural, structural, mechanical and other)
- Oversee and manage MESA’s site supervisor and construction subcontractor(s) ensuring quality control of construction projects in alignment with agreed upon plans. This involves thermal rehabilitation of buildings, energy efficiency measures and non-energy efficiency (protective) measures as well as other MESA activities like fiber optic cabling installation, battery energy storage, installation of current and voltage transformers, and other small scale projects.
- Support coordination of MESA’s response to contractor submittals, requests for information, change orders, payment vouchers, and non-conformance issues. Review contractor submittals or coordinate with home office and/or local designers to review. Track status and timelines.
- Monitor and track material delivery of construction related equipment and materials purchased by MESA)
- Perform acceptance and handover of material to the construction subcontractor.
- Oversee reporting from project sites to MESA management, track resolution of construction related issues. Finalize reports.
- Train site supervisors and field staff and provide solutions to problems that arise on site during construction and design.
- Conduct periodic site visits to ensure quality of construction and schedule compliance. Provide coverage for the Site Supervisors as needed.
- Other duties as assigned.
Minimum qualifications
- Bachelor’s degree in civil engineering or a comparable discipline
- Knowledge of energy efficiency sector from legal and practical perspective
- Knowledge of energy auditing techniques, estimation of energy savings, measurements of energy consumption etc.
- At least 7 years of experience managing construction projects of similar complexity.
- Must have demonstrated knowledge of infrastructure and construction norms (e.g., quality and practices) in Moldova; as well as construction requirements and codes.
- Experience with construction supervision and construction management required.
- Must have experience in establishing and implementing quality assurance programs for infrastructure projects.
- Must have creative problem solving and management skills.
- Proficiency in Microsoft Project, Word, and Excel
- Proficiency in speaking, reading, and writing in English and Romanian on a professional basis.
Valued qualifications
- Experience working on USAID or donor-funded construction supervision and design activities preferred.
