To be the guarantor of compliance and enforcement of internal control policies and regulations, archiving and donor requirements for HR files and documents; to ensure the administrative management of human resources in line with internal policies and labor laws in force.  

Under the supervision of his/her line and functional manager, the HR Officer position will provide support for all tasks and processes related to the administration of human resources to ensure the smooth functioning of the HR process on Moldova mission. 

The HR Officer ensures that departmental documentation for all national and expatriate staff is completed and performed in accordance with Action Against Hunger policies and procedures and legislation, maintaining constant communication with focal points/project managers on personnel related processes. 

Key activities in your role will include
  • Support the review of job applications and verification of job descriptions at the beginning of the recruitment process to ensure that they are standardized and compliant with requirements.
  • Support compliance with standard and best practice recruitment procedures, ensuring transparency and compliance with selection policy.
  • Perform Watchdog verification of selected potential applicants.
  • Carry out the verification of employment references in compliance with the established process.
  • Support in the preparation of payroll/taxes calculation and everything related to the payment of staff/service providers in collaboration with the Admin-Fin Dept.
  • Draft / renew staff contract as needed and keep and UpToDate trackers for contract management.
  • Monitors annual leave, R&R and sick leave entitlements for all national staff and expats. Validates leave entitlements (annual leave, R&R, sick leave etc.) before any expat or national staff take requested leave.
  • Preparation of personnel files and keep them up to date. 
  • Prepare proper Induction Plan for newcomers.
  • Preparation of administrative documentation related to digital and physical personnel files, including organizational policies.
  • Support in the follow-up of delivery control of staff Timesheets generated from Agresso by Finance.
  • Support in the compilation of documentation required for Human Resources preventive controls and participation in audits in relation to staff documentation.
  • Facilitates the arrival and departure of expats into and out of the country including ensuring VISA, work permits etc. are managed in a timely manner and supervises the travel and visa arrangements.
  • To perform any tasks related to HR as requested by the line manager and functional supervisor.
Do you meet the profile required criteria?
  • University graduate in business administration, social work, psychology or related fields.
  • Knowledge of regulations, characteristics and requirements of Donors and/or cooperation agencies. 
  • Knowledge of Moldovan regulations on human resources management. 
  • Desirable training in Contract Management Knowledge of MS Word, Excel.
  • Knowledge of payroll and HR management software.
  • Experience in similar positions. 
  • Demonstrated experience and/or personal commitment to the promotion of gender equality in humanitarian and/or development work. Experience in international cooperation desirable.
  • Experience in the cooperation sector, in humanitarian or development NGOs is desirable.
  • Excellent communication skills (written and oral) in English. Romanian and/ or Russian language is mandatory.

  • Salary: according to Action Against Hunger salary scale and to candidate’s previous experience.
