Background:
Caritas Moldova's impactful humanitarian efforts are driven by its dedicated cadre of five outreach mobile teams, which serve as the cornerstone of the organization's extensive outreach initiatives across the entire country. These mobile teams play a pivotal role in the execution of a multitude of Caritas Moldova projects, employing a strategic approach that commences with the assessment of beneficiaries' vulnerability levels. Utilizing predetermined criteria and a meticulous scoring system, these teams identify the most urgent cases in dire need of fundamental support, such as vouchers for essential supplies like food, medicine, hygiene items, and medical consultations. Beyond assessment and referral, the mobile teams exhibit a commitment to holistic care by extending their support to include arranging transportation for individuals who lack independent mobility. This comprehensive approach encompasses facilitating access to both social and medical services within their respective areas (rayons), showcasing Caritas Moldova's unwavering dedication to addressing the multifaceted needs of the most vulnerable individuals.
Position Summary:
The Accommodation Project Coordinator will be responsible for overseeing and managing all aspects of the accommodation project for Caritas Moldova, ensuring their effective implementation by program quality standards, donor requirements, and best practices. The coordinator will lead a Caritas Moldova team that works closely with our main partner Catholic Relief Services (CRS). The coordinator will provide strategic guidance in line with Caritas Moldova principles in close coordination with CRS’ accommodation project management team. This position has a vital responsibility of fostering partnerships to enhance project impact and sustainability.
Key Responsibilities:
Project Management
- Support the management and implementation of all project activities across various project cycles, from design to close-out, ensuring adherence to program standards and requirements.
- Utilize appropriate systems and tools to streamline project processes and enhance efficiency.
- Serve as a key resource in project design and proposal development, contributing to gap-filling and growth initiatives as required.
- Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight ensure efficient use of project resources.
Monitoring and Reporting
- Monitor project implementation, identifying challenges and gaps to inform necessary adjustments.
- Support accountability through project evaluation activities and data collection, collaborating with CRS program management team to prepare reports as required.
- Prepare status updates and donor reports.
Learning and Evaluation
- Champion a culture of learning within the project team and partner organizations.
- Analyze project performance data in accordance with MEAL policy, identifying and addressing implementation obstacles through participatory processes.
Team Management and Capacity Development
- Effectively manage Caritas Moldova project team members, fostering a positive team dynamic and ensuring their well-being.
- Provide coaching, develop individual development plans, and contribute to recruitment and performance management processes.
- Facilitates the identification of areas for improvement and growth within the team.
- Provides necessary support to enhance team capacity.
Partnership:
- Acts as a partnership coordinator representing Caritas Moldova in key meetings with donors, partners, and local authorities.
- Ensures principles of partnership between CRS and Caritas Moldova are comprehended and upheld by all team members.
- Facilitates thorough discussion of project-related decisions with Caritas Moldova management and CRS program management for informed decision-making.
Resource Management
- Coordinate and monitor financial and material resources to ensure efficient project implementation.
- Support the planning and oversight of resource utilization to optimize project outcomes.
Documentation and Administrative Support
- Complete project documentation for assigned activities, including case studies and reports on promising practices.
- Provide logistical and administrative support for project activities, including procurement and payment processes.
Supervisory Responsibilities: The coordinator will supervise a project assistant and the accommodation field team (8)
Travel
- The project coordinator will have up to 30% of their time as field visits to the project implementation locations.
Required Languages – Written and spoken proficiency in English and Romanian. Proficiency in Ukrainian and/or Russian is a plus.
Qualifications and Skills:
- Bachelor’s degree, preferably in a related field such as social work or protection
- Minimum of 2 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO. Experience in emergency response is desired.
- Additional experience may substitute for some education.
- Excellent communication skills.
- Proven ability to manage talents.
