World Vision - Moldova Office is looking for a highly qualified and motivated person for the position of MEAL Officer.
Job Purpose:
This position aims to ensure that the World Vision International (WVI’s) humanitarian programming meets WV’s quality standards for monitoring, accountability, evaluation and learning. The MEAL Officer will support the systematic collection and analysis of key monitoring and accountability data through routine monitoring, trends analysis and ongoing learning activities. This position will assist with setting up M&E systems, humanitarian accountability mechanisms and quality assurance mechanisms for the project with required protocols and guidelines.
The MEAL Officer will work closely with the Project Managers/Coordinator to ensure high implementation quality and timely information sharing with the MEAL manager and WV Moldova Management. The MEAL officer will be essential in evaluating and contributing to the learning activities related to WV Moldova.
MAJOR RESPONSIBILITES
Monitoring Activities
- Manage the implementation of project-specific M&E plans in alignment with donor and World Vision requirements
- Support the development, amendment and implementation of the needed tools for M&E (distribution observations, post-distribution monitoring surveys, onsite monitoring, baseline/endline studies, etc.). Ensure alignment with key guidance from relevant coordination clusters (e.g. working groups)
- Review incoming data for completeness and consistency and advise the data collection team on the tools for improving data logging and data entry.
- Work with the broader Response MEAL unit to implement digital data systems that can capture data electronically as close to the source as possible.
- Conduct qualitative and quantitative data analysis
- Ensure project-specific M&E details on the proper information management software are uploaded promptly
- Ensure all MEAL-related data, reports, and records are clearly organised and archived in a central location for future reference.
Humanitarian Accountability (HA)
- In coordination with the HA officer, ensure the humanitarian accountability system in Romania upholds and mainstreams the four pillars of PAF: i. information sharing, ii. Consultation, iii. Participation & iv. Complaints and responses of affected people.
- Always ensure World Vision and Core Humanitarian principles are upheld in all MEAL functions and general project management aspects.
- Ensure beneficiaries and partners have constant access to information about WV’s programs and to channels that can process complaints & feedback with confidentiality & respond appropriately within predefined standards.
Project Learning
- Ensure a learning culture is established within the office/team and among implementing partners to document learnings and best practices for ongoing and future programming.
- Ensure all project, programme level & thematic research are reviewed for methodological thoroughness and output quality.
- Assist with program-level evaluations periodically, as needed.
- Ensure appropriate dissemination of the project and program-level evaluation findings as relevant.
Other
Carry out additional responsibilities and project tasks as assigned by the MEAL coordinator for Romania and Moldova, the overall MEAL manager of the Ukraine Crisis Response, the accountability coordinator for Romania and Moldova, and project MEAL managers and project managers.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
A Minimum of 1-2 years in Monitoring and Evaluation, especially in emergency and grant-funded projects, is essential. Proven experience in leading large-scale data collection activities (mix methodologies) from designing to report writing is recommended. Thorough knowledge of writing technical MEAL reports is recommended. Communicates with integrity to different stakeholders (strong interpersonal skills) Good contextual knowledge of the local community and social/cultural constraints, realities and organizational relationships Experience in data processing or analysis (Excel, etc.) is required.
Required Education
Bachelor’s Degree in Social Sciences/Development Management/International Development /Statistics or relevant field.
Preferred Knowledge and Qualifications
Master’s degree in Social Sciences, International Development, International Relations or a related field. (Preferred)
Travel and/or Work Environment Requirement
- The position requires the ability and willingness to travel domestically with potential international travel as work demands.
- The position will require work in intense contexts, including those with high volatility and deemed high-security risks.
Language Requirements
English (required), Romanian or Russian /Ukrainian (advantageous)
