World Vision - Moldova Office is looking for a highly qualified and motivated person for the position of Human Resources Officer, People&Culture Department.
Job Purpose:
In cooperation with UCR P&C Director and Operations Director, UCR Moldova contribute to coordination of P&C department services in alignment with P&C strategic priorities and local law regulations. Provide technical support, analysis, guidance to the Response Management structure within the scope of P&C operations.
MAJOR RESPONSIBILITES
P&C Administration and Support
1. Administer and manage local P&C systems, including payroll, Work Day and other context specific systems;
2. Maintain and keep staffing lists for all categories of workforce (employees, service, casual, volunteers, interns, etc) and any staff related necessary information for rapid access and use;
3. Maintain personnel files accurate, updated and confidential at all times. In collaboration with the P&C Director, set up and maintain filling system;
4. Prepare and process all kinds of P&C related paperwork for all categories of workforce as required, with accuracy and confidentiality and in accordance with the policies and local laws;
5. Keep P&C related templates updated and available for staff;
6. Maintain and process local employee enrollment and cancellations from Medical Insurance, Employee pension plans; Provide data for group life insurance as needed; Support to raise awareness related Emergency travel assistance (AIG) for emergency medical and security support during international business travel.
7. Act as liaison between employee and insurance provider in resolving benefits related program issues and ensure effective utilization of the plan;
8. Process billings from insurance provider. Review billings for accuracy and resolve discrepancies with the company in coordination with Finance Department.
9. Provide necessary advice and support to staff on leave utilization for different types of leaves, leave reporting templates, leave requests in WD. Track annual leave balances, coordinate with LMs to ensure timely utilization of accrued annual leave balances.
10. Respond to routine employee enquiries, both oral and written to ensure the accurate and timely provision of information;
11. Liaise with Support Services staff regarding employment verification letters related international visa, work permit, residency permit and follow up with international and local staff on needed documents;
12. Support P&C Director in providing with the P&C data for necessary P&C reporting upon request and as needed;
Workforce planning; Recruitment, On-boarding/Off-Boarding
1. Assist in developing staffing plan for UCR Moldova in close coordination with the P&C Director & Operations Director.
2. Receive personnel requests to recruit from the Hiring Managers, ensure there is a job description for each position approved as per staffing plan.
3. Ensure all Recruitment Steps are followed through the WorkDay system and CVs are received through the system.
4. Use as much as possible local Job portals to advertise the positions with the link provided from the WorkDay system.
5. Provide necessary support in staff recruitment, selection and contracting as needed, facilitate panel interviews in close coordination with the Line Manager.
6. Schedule interviews, invite interviewees and inform panellists well in time.
7. Attend all interviews and produce standard minutes for a job interview.
8. Ensure all required hiring documents (BPS, reference checks, police background check, etc.) are in place prior to job offer.
9. Ensure accurate management of all local staff contracts, contract amendments, separations; full alignment of employment contract data with WD and payroll system.
10. Provide guidance related to separation process, ensure accurate maintenance of separation documents.
11. Provide assistance in arranging and conducting orientation and induction sessions for new staff in coordination with the Line Manager;
12. Provide timely information to IT related to new staff on-boarding and off-boarding information for separated staff.
13. Support HM by providing tools and resources for recruitment of individual service contractors upon request.
WorkDay
1. Act as WorkDay focal point for the local country office;
2. Maintain and update WorkDay on a regular bases and provide reports and statistics when required;
3. Support in training the managers and staff in utilization of WorkDay self and manager service and recruitment modules and ensure all new hires receive adequate orientation on WorkDay;
4. Manage the WorkDay Recruitment Module and ensure 100% utilization of Recruitment for all local recruitments;
5. Follow up on WorkDay audit files to make needed corrections, updates in WorkDay
Performance Management; Talent Management
1. Provide necessary guidance and support within the scope of Partnering for performance.
2. Provide guidance and support to employees and managers in addressing unsatisfactory performance.
3. Provide support within the scope of talent management in WorkDay
Other
• Be aware and prepared to implement Humanitarian and Emergency Affairs (HEA) within the scope of P&C operations. plan.
• Be familiar with WVI UCR security plan; Follow security policies, rules, procedures and instructions; Follow WVI policies for prog/proj security management.
• Represent WVI in an appropriate and professional manner
• Contribute to a healthy team spirit and team work
• Adhere to WVI Child and Adult Safeguarding policy and standards and stay committed to WV vision statement and core values;
• Perform other relevant tasks assigned by the direct supervisor.
Required Professional Experience
1. Minimum 2 years of experience in Human Resources and or Administration with medium business/medium NGO/government agency.
2. Demonstrated experience and knowledge of HR practices, including recruitment, hiring, HR functions and systems administration; HR software/systems administration and maintenance;
Required Education, training, license, registration, and certification
1. University degree or equivalent in Business Administration, Social Sciences, Psychology or a related field;
2. Thorough working knowledge of office systems. Computer aptitude and experience with word processing, database management, and spreadsheet software.
3. Excellent knowledge of local labor law and related legislations;
Preferred Knowledge and Qualifications
- Professional certification in HR in locally or internationally recognized HR institutions is a plus;
- Quick learner, agile, flexible and adaptable;
- Ability to demonstrate sound judgment and work with little supervision under the virtual working relationships;
- Cross-cultural sensitivity.
- Excellent detail-orientation skills;
- Fluent in English, Romanian spoken and written
- Native in local language;
- Good communications skills;
- Ability to maintain positive relationships with colleagues,
- Emotional maturity and ability to deal with matters of strict confidentiality;
- Excellent organizational and planning skills;
Travel and/or Work Environment Requirement
The position requires ability and willingness to travel domestically as needed.
