SCOPE OF WORK
Position: Communications Specialist
Location: Chisinau, Moldova
Period: October 2023 – September 2024, renewable annually

Project Background:
The USAID Moldova Institutional and Structural Reforms Activity (MISRA) seeks to support Moldova’s economic recovery, advance the Government of Moldova’s economic action plan, strengthen public economic governance institutions, improve the trade and investment enabling environment, and accelerate financial sector reforms and inclusiveness. These activities include active engagement with government counterparts, local business and organizations, and the financial sector to facilitate public-private dialogue and strategic communications.
Responsibilities and Tasks:
The Communications Specialist will be responsible for, but not limited to, the following:
- Contribute to the development of communications articles, talking points, success stories, outreach and awareness campaigns, and other activities consistent with the long-term goals, objectives, priorities, and needs of strategic communications and priorities of the Government of Moldova.
- Create visual and narrative content for social media platforms and manage social media project accounts.
- Support the development, implementation, monitoring, and enhancements to strategic communications as required.
- Monitor media mentions related to project activities and communications that may impact government counterparts' activities.
- Support the planning and implementation of communications through events, campaigns, and other public activities, including coordination with media, photographers, and other technical staff.
- Support communications training programs, workshops, and mentoring of Government of Moldova staff as required.
- Provide input to MISRA annual work plans, newsletters, success stories, and weekly, quarterly, annual, and other reports to USAID and/or the Government of Moldova as required.
- Provide reports on performance targets and results as outlined in the approved project Monitoring, Evaluation and Learning (MEL) plan as required.
- Undertake other tasks as assigned consistent with this scope of work.
Reporting:
The Communications Specialist will report to the Strategic Communications Team Lead.
Skills and Qualifications:
- Minimum of a Bachelor’s Degree in communications, marketing, public relations, journalism, or related field.
- Approximately five years of professional experience in media, communications, marketing, journalism or public relations, including with the local media, preferred.
- The capacity to support communications and media campaigns targeting different audiences and tailoring the respective communications accordingly required.
- Demonstrated knowledge on effective use of social media, including Twitter, Instagram, LinkedIn, and Facebook, and others
- The capacity to interact effectively with all levels of the Government of Moldova, local businesses, civil society organizations, media, and other local stakeholders including at the local level.
- Basic photography skills
- Computer skills, including Word, Excel, PowerPoint, and management of social media, etc.
- Strong organizational and leadership skills
- Excellent interpersonal and teamwork skills
- Fluency in English and Romanian, written and spoken, required. The Russian language will be an advantage.
- Experience working with the Government of Moldova, USAID, and/or other international donors preferred.
