LOCATION: Based in Chişinău, Moldova
CLASSIFICATION: Temporary contracted position for May-December, 2023 period

This position assists in the management of Peace Corps’ Community & Organizational Development (COD) Project. Under the
supervision of the COD Program Manager, the incumbent will support the Program Manager in development work and site assignments for
approximately 20 Peace Corps Volunteers (PCVs), which includes conducting site visits and housing inspections, meeting with local
officials, and completing required documentation in accordance with Agency Records Management Guidance.
This position is responsible for the coordination and organization of the Community and Organizational Development (COD) Pre-Service
Technical Training for Peace Corps Trainees, in close coordination with the PM and Training Team. The COD PATT will coordinate
schedules, resources, and implementation with the Training Manager
Community and Organizational Development Program Assistant and Pre-Service Training Technical Trainer (COD PATT) main
responsibilities :
• Collaborate with Project Manager in maintaining and improving existing working relations with existing and potential Moldovan project
partners (e.g., government officials, NGO representatives, interested community groups, and international organizations).
• Facilitate Site Development. Tasks include, but are not limited to screening housing possibilities, preparing site documentation, orienting
counterparts and families in PC policy and expectations, doing site assignments with PM.
• Help establish relationships with local public administration related to new sites.
• Facilitate communication with Project partners and collaborators via translated documents, forms, letters, etc., into English, Romanian
and Russian.
• Coordinate technical training activities with the PM.
• Co-facilitate and facilitate training sessions.
• Assist PM and Training Manager to conduct needs assessments, plan, implement and evaluate the technical training in Pre-Service
Training (PST).
• Assist PM, PST Technical team and Training Manager to integrate technical component with language and cross-cultural components
• Assist PM in conducting intake interviews and site placement of COD Trainees in PST.
• Coordinate with PM and Safety and Security Officer to provide site support (e.g., site visits, informal discussions with Peace Corps
Volunteers (PCVs) and their counterparts, regular communication. Provide help in negotiating with officials at all levels, with housing
providers, etc.)
• Assist PM with problem solving at site, including facilitation of communication in conflict resolution and coaching PCVs in crosscultural problem solving strategies.
• Maintain prompt and responsive correspondence and other communications with Volunteers.
Qualifications, skills and abilities:
• Experience: Three years progressively responsible work or related experience with training of adults, facilitation.
• Languages: Excellent knowledge of the English, Romanian, and Russian.
• Knowledge: A thorough knowledge and experience with Community and Organizational Development programs in Moldova, training
philosophy, procedures, and methodologies. Knowledge of adult training principles, instructional design and methodology,
communicative language teaching and acquisition content, and participatory facilitation of group experiences.
• Skill and ability to design implement and evaluate training.
• Skill as a trainer, teacher, facilitator.
• Knowledge of local cultural practices and of U.S. cultural attributes.
• Courteous, attentive, and able to give and receive both positive and constructive feedback.
• Demonstrated flexibility, patience and tolerance.
• Collaborative and works well in teams.
• Well versed in the Moldovan community and organizational development initiatives, civil society and local public authorities challenges,
and former work experience in the field of community and organizational development is preferable.
• Knowledge of the structure of public and non-governmental community organizations in Moldova;
• Good knowledge of Microsoft Word and Excel.
• Diplomacy and tact with staff, Volunteers, Trainees, community members and members of government.
