Title: MA IMPLIC Website Manager

Project: MA IMPLIC – Project on Civic Engagement in Local Governance

Contract duration: 01 March 2023 - 31 October 2023

Contract type: Individual contract

Expected workload: up to est. 20 working days (160 hours)

  1. BACKGROUND

The Project on civic engagement in local governance “MA IMPLIC” (Phase 1: 01.11.2019-31.10.2023), implemented by Skat Consulting Ltd., financially supported by the Swiss Agency for Development and Cooperation, aims at ensuring that the rural population of Moldova has equitable access to quality public service provision. MA IMPLIC Project is the flagship project of the local governance domain under the Swiss Cooperation Strategy for Moldova 2018-2021, that will put an increased emphasis on supporting local public authorities to provide good quality and affordable public services and on supporting local (especially rural) population and civil society to hold the authorities accountable. At the local level, MA IMPLIC Project will support around 30 rural local public authorities/groups of local public authorities to manage service provision in a participatory, effective, inclusive and sustainable way, while at the national level, the Project will support the improvement of the policy, legal and financial environment for quality local public service provision and decentralization reform.

The project operates a website www.ma-implic.md and a Facebook page https://www.facebook.com/ProiectulMaImplic as its main means of communication. The website is built in WordPress, using Elementor website builder. The target audience for the project’s communication comprises a variety of groups: the population and local administration of rural communities in Moldova which are directly or indirectly participating in the project’s activities, staff of public offices (local / rayon administration, but also Ministries) which are involved in the project activities, staff of other donor-financed projects and donor agencies active in Moldova, as well as an international audience which may for one or the other reason be interested in the project’s work. Local and national media are a welcome multiplicator for the content we produce and disseminate on our own communication channels. The purpose of the communication activities is to inform transparently about the projects activities, results and key data (duration, partners) as well as to share inspiring and encouraging success stories which have the potential to motivate other communities in Moldova to also change the current routines for more inclusive, transparent and effective ones.  

In line with the above, the MA IMPLIC Project seeks an experienced professional to manage the project’s website – mainly on issues of technical design, functionality, bug-fixing - on a regular basis. The consultant reports directly to the MA IMPLIC project’s Communication Manager who is responsible for the overall functioning of the website and other communication tools. MA IMPLIC prefers to hire an individual consultant for this role. Companies considering to submit an offer for this opportunity must guarantee that one specialist will be appointed to this role. In this case, direct communication between the MA IMPLIC Communication Manager and the website manager must be possible.

  1. SCOPE OF WORK

The overall objective of the Website Manager will be to ensure the functioning of the website in accordance with the project’s needs.

The scope of specific tasks comprises:

  • Bug-fixing and adding of certain functionalities to the existing website;
  • Maintenance of the improved website;
  • Adjustments, bug-fixing, adding new functionalities for which the need may arise at later stages.

  1. QUALIFICATIONS AND SKILLS REQUIRED

Education and experience

Relevant education or proven experience in building and servicing websites in Wordpress and Elementor website builder

Experience

Min. 1 year of work experience with Wordpress / Elementor website builder

Experience servicing websites in ROM / RU / ENG languages

Language Requirements

Good command of (written) ROM and RU and ENG languages

Able to work with non-specialists in IT, Webdesign, Wordpress
