Organizational Context and Scope:

Under the overall supervision of the Protection Programme Coordinator in Moldova and the direct supervision of the Protection Coordinator (Operations); and in collaboration with other units at IOM Moldova, the Protection Associate (Program Support) will support the management of the Protection data system and monitor and evaluation (M&E) activities.

Responsibilities and Accountabilities:

 

  1. Contribute to and assist in the implementation and maintenance of Protection data management system and feeding into response activities included in the Regional Refugee Response Plan activities and IOM crisis response plan in Moldova.
  2. Manage technically and contribute to the maintenance of multiple data collection processes and reporting mechanisms, including data quality control for 5W inputs/outputs, data entries, and data consolidation for programmatic purposes, including using database and software.
  3. Act as Focal Point on management of data collection tools with a focus on KOBO ensuring all data collected by the Protection Team and implementing partners (IPs) is cleaned and stored into once centralized database and up to date for reporting purposes while ensuring capacity building and continuous coaching to enumerators.
  4. Support the implementation of the Monitoring and Evaluation (M&E) plan applicable to IOM’s interventions at national level and local levels, including contributing to the development of tools, SOPs, and data management systems.
  5. In close coordination with the Protection Coordinator (Operations) and Program Support Unit (PSU), collect, compile and analyse data on programme indicators related to the preparation of assessments, project narrative and final reports, and other informal materials.
  6. Present the data collected in user-friendly formats (e.g. reports, maps and other information products), utilizing the latest data visualization and mapping technologies.
  7. Work in close collaboration with the MiMOSA Focal Point, IOM’s case management system and act as Focal Point to ensure the implementation of IOM’s data protection principles.
  8. Undertake duty travel, as necessary
  9. Perform such other duties as may be assigned

Required Qualifications and Experience 

Education:   

  • School diploma from an accredited educational institution and 5 years of relevant experience or;
  • Bachelor’s Degree in Statistics, Political Sciences or a related field from an accredited academic institution with 3 years of relevant professional experience.

Experience:  

  • Demonstrated skills in MS Office applications and InDesign, database manage and/or statistical software packages such as SPSS or STATA.
  • Demonstrated experience in understanding, developing, and monitoring data collection methodologies.
  • Proven skills in translating data into technical briefs for data capture and analysis as well as donor’s briefing.
  • Ability to compile and holistically analyse diverse datasets and experience with handling confidential data.
  • Proven ability to manipulate data by using standard tabulation and statistical software packages (PowerBI, R, SPSS, Atlas, NVivo, Stata, etc.).
  • Experience with mobile data collection platforms such as kobo toolbox, ODK etc.
  • Experience in Monitoring & Evaluation methodologies with a special focus on working with implementing partners.
  • Excellent organizational skills, and proven ability to produce quality work accurately and concisely according to set deadlines.
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.

Skills:  

  • Knowledge of data collection, analysis and reporting.
  • Knowledge of migration- and protection-related subject areas, as dealt with by the Organization in Moldova
  • Excellent communication and negotiation skills, personal commitment, efficiency and flexibility.
  • Good level of computer literacy.
  • Ability to work under pressure and difficult conditions
  • Experience in working in multi-cultural environment is preferred.

Languages: 

REQUIRED:

For all applicants, fluency in English, and Romanian is required (oral and written).

DESIRABLE:
Working knowledge of Russian and/or Ukrainian is desirable.
