Education & Work Experience:

  • Higher education degree in education, social science, or other relevant field is highly preferred;
  • At least 3-years’ experience of working within public service and/or humanitarian and/or development organization;     
  • Experience of consultancy in the Education sphere, drafting education development proposals and strategies is an asset  
  • Work experience in the education sphere, project management and team management;   
  • Experience in managing/supporting education projects is highly preferred;
  • Competencies: flexibility/ dynamic approach/ decision-making ability/ high level of coordination.
  • Excellent communication skills, written and verbal;

Languages:

  • Excellent command of Romanian and English is required, Russian is preferable;

Throughout its presence in the country, PIN has been contributing to the development of the following sectors: Sustainable Livelihood and Environment, Social Inclusion and Protection, Good Governance.

Position Overview: 

The Education Expert (EE) is based in Moldova with frequent travels to Chisinau and into the regional offices and has a key role in leading the education programme team for Moldova, ensuring overall quality of the education programming in all PIN’s areas of operation, setting strategic directions, designing new projects, networking, advising and keeping basic oversight over the implementation. This position requires a strong technical background in education, with focus on Moldova formal curricula, experience in project management, and the ability to collaborate effectively with various stakeholders crucial to the Moldovan education system. The person in this position possesses excellent communication skills - both written and verbal - has a flexible, dynamic and innovative approach, can make technically sound decisions within limited amount of time, and feels comfortable in high-level coordination mechanisms. 

The EE ensures successful implementation of assigned project(s) in Moldova and takes overall responsibility for dentification of needs, planning and formulation of the projects, implementation, technical support, monitoring and evaluation, and ensuring project feedback loops are in place and lead to further improvement of the quality and impact of PIN Moldova’s education projects.

Duties & Responsibilities:

  • Responsible for implementation of activities under one or more projects. The Education Expert might be responsible for certain budget lines.
  • Provide technical guidance and advice level backstopping to the education teams in program implementation approaches (to discuss implementation progress in light of changes and potential diversion from proposal design, donor rules, need for modification).
  • Work closely with the PMs and MEAL Manager to ensure that all education activities have appropriate set up monitoring, evaluation tools/ToRs and jointly with the PMs that teams work with feedback from these (being reflected in ongoing programming).
  • Supporting the PMs in the implementation of protection mainstreaming and GESI standards across all education activities – in close coordination with the PIN focal point on Protection mainstreaming and GESI.
  • With support of the grants department in developing programme proposals and ensure timely and quality internal and donor reporting.
  • Collaborate with government bodies, NGOs, and other stakeholders to align education strategies with national goals for improving the education sector in Moldova.
  • Manage all day-to-day programmatic and operational activities of the education projects, ensure close coordination of project activities with PIN department, partner staff and project stakeholders.
  • Liaise and maintain close coordination with all stakeholders including national and local public authorities, NGOs and initiative groups and donors. This person will be in close contact with the Ministry of Education and Research and other relevant authorities, school principals, teachers, etc.
  • Conduct regular field visits to monitor field activities with Education in Emergencies’ team, provide advisory support to project partners and beneficiaries.
  • Support MEAL team in implementation of MEAL plan and final project evaluation.
  • Fill in all relevant documentation in ELO - all project specific files/contracts, associated to technical specifications related to the nature of the project activities are under the responsibility of the Project Assistant, Project officer or PM (Preparing Contracts/If needed, Uploading in ELO).
  • Keep project documentation (hard copies and on ELO) and work with finance and logistics staff to ensure all project procurements and contracts follow PIN and donor procedures.
  • Provide support to the Country Programme in identifying and pursuing fundraising opportunities (including support to development of new proposals).

 

Requirements:

  • Higher education degree in education, social science, or other relevant fields;
  • At least 3 years of work experience in positions that entail responsibility for managing/supporting education project activity implementation or support of local partners, experience in managing/supporting education projects highly preferred;
  • Experience in consultancy within the education sector, including drafting education development proposals and strategies, is an asset.
  • Relevant experience with either public service, international organizations, national civil society organizations or educational institutions;
  • Understanding of the field of international development/experience with emergency response, specifically in education, preferred;
  • Experience in managing teams;
  • Excellent command of Romanian and English is required, Russian is preferable;
  • Competencies: flexibility/ dynamic approach/ decision-making ability/ high level of coordination
  • Experience working in partnerships with other organizations, teams, diverse groups of people; good awareness of different cultures;
  • Self-starter, able to work under pressure with demonstrated ability to take on new initiatives;
  • Excellent communication skills, written and verbal;
  • Willing to travel across Moldova regularly, sometimes on ad-hoc basis;
  • Strong ethical standards.
