SOW Objective:

The IT/Communications consultant will provide expert guidance, detailed configurations for MRI partners. The consultant will advise on IT and communications equipment and software needs, requirements, procurement and maintenance plans. The consultant will oversee installation of equipment for MRI partners as required. This person may advise on resource and staffing plans and operational plans which include maintenance and repair schedules. The consultant may also advise on or facilitate cybersecurity assessments to strengthen networks and troubleshoot security breaches including the safe setup of Wi-Fi, network printers, and all laptops/computers.

Scope of Work:

The consultant is expected to perform the following illustrative services, as requested by Dexis:

• Develop technical specifications for MRI IT/Communication needs
• Oversee installation of IT/Communications technology and systems if requested
• Advise on and systematize cyber-security protocols
• Provide one-on-one training MRI partner personnel on digital security practices including:
  • Activation of two-step authentication
  • Email and password security
• Troubleshoot technical issues with laptops/computers from a list of compiled user issues
• Evaluate IT and electronic data operations and propose controls
• Assess hardware and network activity to identify vulnerable points
• Design, develop, implement, and coordinate systems, policies, and procedures
• Ensure security of data, network access and backup systems
• Identify problematic areas and implement strategic solutions in time
• Audit systems and assess their outcomes
• Preserve assets, information security and control structures
• Analyze IT specifications to assess security risks
• Design and implement safety measures and data recovery plans
• Install, configure, and upgrade security software (e.g., antivirus programs)
• Secure networks through firewalls, password protection and other systems
• Serve as an IT security expert and conduct training when needed on avoiding and recovering from a cyber attack
• Ability to work effectively on several projects simultaneously

Deliverables:

The consultant is expected to produce the following deliverables, as requested by Dexis:

• Network activity assessment report
• IT policies and procedures
• List of IT equipment with detailed specifications, recommended vendors, and estimated costs
• IT security assessment report
• List of vulnerable points of access

Reporting:

The IT/Communications STTA will report to the Chief of Party or designee.

Required Experience and Qualifications:

• Proven working experience as an IT Manager for 3-5 years or relevant experience
• Excellent knowledge of technical management, information analysis and of computer hardware/software systems
• Hands-on experience with computer networks, network administration and network installation
• BS in Computer Science, MIS, or similar field
