Reinforcing the culture of dialogue and open local governance in the Republic of Moldova is hiring a Project Assistant

The Project “Reinforcing the culture of dialogue and open local governance in the Republic of Moldova” is implemented by the Congress of Local and Regional Authorities in the framework of the Council of Europe Action Plan for the Republic of Moldova (2021-2024). The project aims to strengthen the political dialogue between local and central authorities and provide support for improving the quality of local governance through open government, public ethics, integrity, corruption prevention and gender equality at local level.

Your role

As a Project Assistant you will carry out multiple assignments to meet the overall and specific objectives of the Council of Europe Project “Reinforcing the culture of dialogue and open local governance in the Republic of Moldova” and play a supporting role in implementing the project’s activities in the field. More specifically, you will perform the following tasks in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency,
accuracy and confidentiality:

  • Assist the project team in the implementation, preparation and organisation of the project activities, completing allnecessary arrangements in advance and in a timely manner;
  • Follow up work or activities in progress and report to the manager/coordinator/supervisor, especially if and whenproblems occur;
  • Provide logistical financial and administrative assistance to the project team and experts;
  • Make practical arrangements connected to project activities (travel, visa requests, accommodation, meeting venues,bookings, local transport arrangements, interpretation, and others);
  • Draft and format correspondence, memos, documents, contract letters and financial arrangements in line withinstructions and relevant procedures;
  • Prepare the submission of financial supporting documents for final payment; follow up expenditure; provide any otherfinancial information and documentation as requested;
  • Provide ad-hoc linguistic assistance and arrange translation and interpretation as required;
  • Assist headquarters based staff and experts when carrying out tasks and missions in the field or working on projects
    related matters;
  • Organise and keep project documents and files up to date (activity planning, official report, expertise and other documents, outgoing and incoming correspondence, contact lists);
  • Ensure circulation of pertinent information and documents among the project team and the Office;
  • Contribute to the efficient functioning of the office, in collaboration with colleagues and the direct project management;
  • Carry out other tasks as may be required connected to project implementation.

What we are looking for

As a minimum, you must:

  • hold a completed full course of general secondary education and appropriate professional qualifications;
  • have a minimum of two years of relevant professional experience in project assistance, administrative support or similar;
  • have an excellent knowledge of Romanian (mother tongue level) and a very good knowledge of English;
  • be a citizen of the host country or one of the 46 member States of the Council of Europe;
  • be under 65 years of age at the closing date of this vacancy notice.
