The Emergency Response project is implemented by Helvetas Swiss Intercooperation. The employee will be contracted by Helvetas Moldova, the representation of Helvetas Swiss Intercooperation based in Chisinau. 

The duration of the contract is 3 months with possibility of extension. We offer attractive working conditions and integration in a dynamic environment.

Short information about the project 

Helvetas is an organisation specialised in development cooperation and humanitarian response, anchored in Switzerland. Our vision is a just world in which all men and women determine the course of their lives in dignity and security, using environmental resources in a sustainable manner.

Following the start of hostilities in Ukraine, Helvetas deployed a rapid response team to Moldova to assess the situation and initiate emergency assistance for refugees at border points and reception centres. We are currently reinforcing our operational presence to build up a comprehensive response to the current crisis, in close collaboration with Alliance2015 partners.

For setting up and managing the administrative support services for this response, we are looking for an experienced Accountant.

Helvetas has been present in Moldova since 2018 through its country office located in Chisinau with 9 staff. Currently, it is implementing projects in the field of market systems development in the agriculture (SDC Mandate).

Key Tasks

  • Prepare all financial transactions and cash payments of HSI Moldova country office and projects
  • Check and monitor the financial transactions for contracts, consultants, advisers and service providers
  • Follow up the bank account and manage the cash box
  • Register and prepare monthly journal of all expenditures
  • Monthly bank and cash box reconciliation
  • Organize and follow-up the cash planning and preparing fund requests 
  • Manage payroll in line with operational requirements and ensure it is processed and reconciled in an accurate and timely manner
  • Manage tax administration, and social and pension fund and medical insurance requirements by paying due taxes and contributions
  • Ensure all payroll information and records are maintained in accordance with statutory requirements and internal rules
  • Prepare and support all internal and external audits
  • Keep good communication and understanding with HSI Moldova management and respond to their requirements in consultation with TL and PCs.

  • Fluent in Romanian, English, and Russian
  • Strong computer skills, particularly Excel, Word.

Education and experience

  • University degree in accounting, finance, economics, business studies;
  • Minimum 3 years professional experience in similar positions/fields of work;
  • Thorough knowledge of accounting principles and procedures preferred.
  • Experience with accounting systems is required.
  • Familiarity with the relevant public donors’ regulations will be considered as a plus.
  • Knowledge of financial reporting software (1C 8.3 NGO module) is required.
