GIZ - Coordinator on strengthening the capacities of rural communities for a citizen-centred delivery of local public services

GIZ is looking for a Coordinator on strengthening the capacities of rural communities for a citizen-centred delivery of local public services for its project “Strong Businesses and Communities for Moldova”, which is financed by both the European Union as well as the German Government.
This position is expected to start on 15th of February 2022 for a 12 months period, with the possibility of extension.
The primary role of the coordinator is to technically coordinate the EU-financed component on strengthening the capacities of selected rural communities (in Leova, Straseni and Edinet) for a citizen-centred delivery of selected basic services. This component is contributing to the implementation of the “EU4Moldova – Local Communities Programme”.
The permanent workplace for this position is in Chisinau.
The overall responsibilities covered by this position are as follows:
- ensuring coordination and technical supervision on the implementation of project activities in the field of capacity development (and possibly citizen’s empowerment) at national, regional, and local level;
- supporting and advising the international component leader regarding the project implementation;
- supporting and coordinating project activities with and capacity development measures for partner organisations, especially in the field of basic services;
- ensuring timely data collection and aggregation from partner organisations for analysis and reporting in compliance with GIZ and EU standards and requirements;
- ensuring visibility of GIZ and EU actions and contributions in compliance with set standards and requirements;
- representing GIZ in events / activities, to which he/she was delegated by the component leader;
- ensuring cooperation and coordination of activities in the field of basic services with Austrian Development Agency (ADA);
- planning, coordinating and documenting meetings, workshops and other project activities;
- performs other duties and tasks at the request of the component leader.
Required qualifications:
- Bachelor and/or master’s degree in Public Administration, Social Sciences, Management and Organisational Development or other relevant fields;
- at least 5 years of professional experience on collaboration with public administration authorities, civil society structures in one or more of the following areas: capacity development, empowerment of citizens, networking and advocacy, mediation, strategic and action planning, gender equality/women;
- proven ability to identify opportunities and to effectively manage relationships with national partners and other GIZ partners;
- demonstrated coordination, networking and relationship building skills with key partners including government, civil society organizations (CSOs), national and local organisations;
- good experience, knowledge and skills in participatory methods, community development and partnership;
- good skills in project and programme management;
- strong communication skills;
- very good knowledge of Romanian and English; German and/or Russian would be an asset;
- good working knowledge of IT technologies and computer applications (MS Office package);
- confidential handling of data and information;
- excellent interpersonal and organisational skills;
- ability to work under pressure to tight deadlines with excellent time management skills;
- desire to work in an efficient, independent and innovative manner in a multi-disciplinary and inter-cultural team is expected;
- willingness to further develop the knowledge basis and upskill as required by the tasks to be performed – corresponding measures are agreed with management;
- valid driving license with driving experience would be an advantage;
- Moldovan citizenship or holding permanent resident status in Moldova.
