GIZ - Advisor on Policy and Capacity Development

GIZ is looking for an Advisor on Policy and Capacity Development for its project “Strong Businesses and Communities for Moldova”, which is financed by both the European Union as well as the German Government.
This position is expected to start on 01st of March 2022 for a 12 months period, with the possibility of extension.
The primary role of the Advisor on Policy and Capacity Development is to technically coordinate the EU-financed component on strengthening the capacities of selected rural communities (in Leova, Straseni and Edinet) for a citizen-centred delivery of selected basic services. This component is contributing to the implementation of the “EU4Moldova – Local Communities Programme”.
The permanent workplace for this position is in Chisinau.
The overall responsibilities covered by this position are as follows:
- supporting, implementing and coordinating policy advise for project partners, especially in the field of sustainable economic development;
- supporting, implementing and coordinating project activities with and capacity development measures for partner organisations, especially in the field of sustainable economic development;
- supporting and advising the Head of Component regarding the project implementation;
- supporting results-based monitoring as well as ensuring timely data collection and aggregation from partner organisations for analysis and reporting in compliance with GIZ and EU standards and requirements;
- ensuring visibility of GIZ and EU actions and contributions in compliance with set standards and requirements;
- representing GIZ in events / activities, to which he/she was delegated by the component leader;
- ensuring coordination of activities in the field of sustainable economic development in cooperation with other project components, other GIZ projects and with Austrian Development Agency (ADA);
- planning, coordinating and documenting meetings, workshops and other project activities (e.g. Steering Committee meetings, progress meetings);
- performs other duties and tasks at the request of the component leader and/or project manager.
Required qualifications:
- Bachelor and master’s degree in Economics, Business Administration, Organisational Development or other relevant fields;
- at least 5 years of professional experience in policy advise, consulting or capacity development with a focus on public authorities and sustainable economic development;
- professional experience in working with and for vulnerable groups and/or regional public authorities is of advantage;
- strong understanding of the policy processes in the Republic of Moldova;
- strong understanding in capacity development approaches;
- proven ability to identify, assess and develop opportunities and to effectively manage relationships with national partners and other GIZ partners;
- demonstrated coordination, networking and relationship building skills with key partners including government, the business community, civil society organisations (CSOs), national and local organisations;
- proven experience, knowledge and skills in participatory methods, stakeholder management and partnership approaches. good skills in project and programme management;
- strong communication skills;
- very good knowledge of Romanian and English; German and/or Russian would be an asset;
- good working knowledge of IT technologies and computer applications (MS Office package);
- confidential handling of data and information;
- excellent interpersonal and organisational skills;
- ability to work under pressure to tight deadlines with excellent time management skills;
- desire to work in an efficient, independent and innovative manner in a multi-disciplinary and inter-cultural team is expected;
- willingness to further develop the knowledge basis and upskill as required by the tasks to be performed – corresponding measures are agreed with management;
- Moldovan citizenship or holding permanent resident status in Moldova.
