The German Development Cooperation through GIZ is looking for a qualified service provider to organize and implement a series of gender-transformative community events within the framework of the “Strong Businesses and Communities for Moldova” (SBC) project.

The services under this assignment shall be provided during the period July 2026 – October 2026 in Comrat.

The objective of the assignment aims to activate and promote the inclusive use of the revitalized public square located in front of the City Hall of Comrat through the organization of community-oriented public events focused on gender equality, social inclusion, and civic participation. The activities shall contribute to strengthening social cohesion, encouraging equitable participation of women and men in community life, and ensuring sustainable use of the rehabilitated public space.

To achieve the objective, the contractor shall perform the following tasks:

• Preparation of an Inception Report and detailed implementation plan
• Organization of a cultural event dedicated to gender equality and civic participation
• Organization of an outdoor exhibition event promoting women’s entrepreneurship and artistic expression
• Organization of a participatory roundtable on gender-responsive public space development
• Preparation and submission of the final report

The tender is open to private companies, public institutions, non-governmental organizations, professional associations, or consortia resident in the Republic of Moldova and established in accordance with the legislation of the Republic of Moldova.

A successful bidder is expected to meet at least the following requirements:

• Prove to be a legal entity registered in the Republic of Moldova
• Demonstrate proven experience in organizing public and community events
• Demonstrate experience in gender equality, social inclusion, and participatory approaches
• Provide qualified experts for the positions of Team Leader, Event Manager, and Moderator
• Demonstrate experience in cooperation with local public authorities, civil society organizations, or donor-funded projects in the Republic of Moldova
• Ensure compliance with principles of accessibility, inclusion, gender equality, and sustainable event management

Offers must be prepared in English or Romanian.

The tenderer is required to submit the following:

1. Envelope 1. Technical Proposal, containing in a separate document:

• a brief technical-methodological concept describing the tenderer’s strategy for implementing the assignment, the relevant actors and coordination approach, the work steps and operational schedule, and the approach to project management and quality assurance;
• CVs of the proposed key personnel relevant for the assignment;

2. Envelope 1. Financial Proposal, containing in a separate document:

The financial proposal is to be submitted strictly in accordance with the provided Price Schedule template, with VAT 0% and values expressed in MDL.

Bids evaluation will be performed based on the ratio 70% for the technical offer (Concept and CVs) and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (7000012571) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 1^st floor, Chisinau) not later than 18.06.2026, time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
