Background
CDA seeks a qualified service provider to design and deliver practical trainings for displaced persons from Ukraine and other eligible persons residing in the Republic of Moldova. The trainings will focus on how to access services provided by the Embassy of Ukraine in the Republic of Moldova (e.g., consular registration, passport/ID services, civil status acts, notarial services, legalization/apostille guidance, and other consular support), including navigation of procedures, documentation, fees, and appointment systems.
Objectives: improve refugees’ understanding of consular and embassy-administered services available in Moldova. Promote lawful access to rights and services in line with Ukrainian and Moldovan legal frameworks.
Scope of Work:
The selected provider will:
- Develop training materials, handouts, and FAQs in Ukrainian and/or Russian.
- Deliver 7 in-person and/or online training sessions in locations of the project.
- Provide individual short consultations during or after sessions for complex cases.
- Establish feedback and pre/post-assessment tools to measure knowledge gain and satisfaction.
- Submit a final report with attendance data, evaluation results, and recommendations.
Deliverables
- Materials and agenda.
- Pre- and post-training assessment tools and summary results.
- Attendance lists and photo evidence
- Narrative report with lessons learned and recommendations.
Professional Requirements
- Legal background in Ukrainian legislation relevant to consular/administrative procedures (e.g., Law of Ukraine on Citizenship, passport/ID issuance regulations, civil status acts, notarial procedures, power of attorney, and document legalization).
- Demonstrated understanding of Moldovan context for refugees (residence, documentation, access to services, language considerations) and coordination with the Embassy of Ukraine.
- At least 2 years of proven experience delivering trainings to refugees/migrants or on consular/legal topics.
- Fluency in Ukrainian and Russian; working proficiency in Romanian and/or English is an asset.
- Strong facilitation skills and ability to produce user-friendly materials.
Period
- Estimated period: September- October 2025.
- Location: Chişinău and/or other regions of Moldova; online sessions as needed.
- Modality: In-person workshops.

Evaluation Criteria
- Legal expertise in Ukrainian legislation relevant to consular services
- Experience with refugee-facing trainings and facilitation capacity
- Language skills (UA/RU required; RO/EN preferred
- Cost-effectiveness and realistic workplan
- Availability within the proposed timeline
