Tender no. 83429281 for contracting of a short-term expert to provide expertise on drafting and updating the public policy documents in relation to the implementation of the High-level Dialogue on energy issues with the EU and monitoring of the implementa



The German Development Cooperation through GIZ is looking for an individual expert to provide advisory services in relation to the implementation of the High-level Dialogue on energy issues with the EU and monitoring of the implementation of the National Energy Crisis Action Plan within the project Policy Advice Fund. The services within the assignment will be provided in the period February 2023 – January 2024.

The selected expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The short-term expert shall meet following criteria and qualifications:

Qualification and skills

  • Master’s Degree (or equivalent) in political sciences, international relations, economic studies, law or equivalent fields;
  • Proven analytical skills in the field of public policies in the energy sector, e.g. by publications and existing research relevant to the public policies in the energy field;
  • Knowledge of the priorities in the energy field in the framework of the EU Association Agreement;
  • Knowledge of national and EU legislation in the energy field;
  • Previous working and analytical experience in the energy field in member states of the EU;
  • Excellent policy analytical skills, technical expertise in energy regulatory matters (gas, electricity, thermal energy, energy efficiency);
  • Excellent communication skills and computer literacy;
  • Working knowledge of Romanian and English;
  • Advanced level of written and spoken Russian (advantage).

General professional experience

  • At least 5 years of experience in the energy sector, with significant experience in policy advocacy and advisory to government and/or international institutions. Preferably policy/legal expertise with technical know-how of details is appreciated.

Specific professional experience

  • Experience in managing or promoting energy policy processes in a central government (cabinet and/or Ministry with management experience);
  • Familiar with the Government Program of the Republic of Moldova and priorities therein;
  • Experience and strong expertise on the EU institutions know-how promoting energy policy processes in a central government;
  • Experience in stakeholder coordination;
  • Experience in drafting and/or assessing/analysing laws, administrative acts, internal regulations in the energy sector with/for public institutions;
  • Demonstrated ability to act as an effective interlocutor between stakeholders;
  • Moldovan citizenship.

The successful application shall include:

1. Technical Proposal, containing (in a separate document):

  • Detailed CV with all contact details, including references to similar assignments and professional experience,
  • Letter of interest, including a brief statement of understanding the assignment’s expectations (up to 2 pages).

2. Financial Proposal, containing (in a separate document):

  • A breakdown of days per each deliverable to be submitted and the maximum total days of expertise necessary for the fulfilment of the activities;
  • The gross daily rate, as well as a total estimated budget for up to 180 expert-days of assignment, expressed in MDL.

All personal data are for the internal use of GIZ; confidentiality is guaranteed.

Successful offerors will be further asked for additional documentation such as copy of ID, bank data and other, as it might be required for the contracting. The successful finalist will be issued a short-term consulting contract.

Applicants shall hold the Moldovan citizenship for a period of at least 6 months at the date of application.

Bid’s evaluation will be performed based on the ratio 70% for the technical aspect (CV) and 30% for the financial offer. Shortlisted candidates might be asked for an interview and additional information.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
