LOCOMO-009 Translation services

The Austrian Development Agency (ADA) intends to conclude a service contract in the context of the EU and ADC funded project, EU4Moldova - Local communities (short LOCOMO).

Should you/your institution/company be interested in this task, we would invite you to provide us with the following offer in English language.

Translation and event management services required as per Annex 1.

Deadline for submission of the Offer: June 17, 2022

1.     Description of the translation services required according to the Annex 1 – Translation services price form.

2.     Information on the total price (VAT 0%). The price information must include an explanation regarding the basis for the calculation. The price information should be presented using the Annex 1 - Translation services price form. The form should be signed, dated and stamped by the company representative.

Evidence for eligibility

1.       For proof of legal authorization to provide the services:

a)     The company/expert must be authorized (according to the law of its country of origin) to provide the sought services. Required evidence: business license, certified excerpt from the register of companies or other documents as foreseen by the laws of the country of its origin. If the law of the company´s country of origin does not require an authorization for the services to be provided, the company/expert has to submit a respective written confirmation.

b)     Proof of professional reliability of the selected firm: extract from the Register of Companies (not older than three months) or equivalent certificate issued by a court or an administrative authority of the firm´s country of origin;

c)     most recent debit advice by the competent tax authority or an equivalent document of the firm´s country of origin; most recent debit advice of the competent social security authority or an equivalent document of the firm´s country of origin; excerpt from the Criminal Records that shows that the managers of the selected firm have not been criminally convicted (not older than six months) or an equivalent document issued by a Court or an Administrative Authority of the firm´s country of origin).

2.       Proof of financial and economic capacity

Latest financial statement of the company proving the financial and economic capacity.

3.       Proof of technical capacity by attaching to the Offer the company profile and list of past/ongoing translation service contracts as evidence of previous experience and signed Annex 2.

Minimum of 3 years of experience in the professional field of translation services.

We would like to underline that this is not an invitation to participate in the framework of a formal tender procedure, but only a request for submission of a non-binding and free of charge offer. The submission of the price information does not constitute grounds for a legal claim towards the Austrian Development Agency regarding the conclusion of a supply contract.

Currency

The prices are requested in EUR without VAT (VAT 0%). The payment will be done in MDL based on National Bank exchange rate on the day the bank transfer is done. The project is VAT exempted according to the Annex 1 of the GoM Decision no. 246 dated 08 April 2010. Project number: ENl/2021/427-494 / AMP lD: 8721174017168.

ADA will determine the best bidder on the basis of the lowest prices.
