The German Development Cooperation through GIZ is looking for a service provider to draft the law on crowdfunding within its project “Economic Policy Advice to the Moldovan Government”.

 The contractor will provide the following deliverables:

1. Concept Note on draft legislation to be developed (to be approved by the Working Group set up by the Ministry of Economy and Infrastructure);
2. Draft law on crowdfunding, which includes the following:
   • The new draft law on crowdfunding,
   • The amendments to other affected laws;
   • The Informative Note;
   • The Impact Analysis Report.
3. Other documents resulting from the adoption process (e.g. synthesis table, adjusted drafts).

The contractor is to meet the following requirements:

• Background in law;
• At least 5 years of experience with drafting normative acts;
• Proven track record of working on legal drafting with the Moldovan Government is highly desirable;
• Knowledge and experience related to financial markets / monetary regulations;
• Specific knowledge of Crowdfunding is an advantage.

Within the proposal, the bidder will present (a sealed envelope containing 2 separated envelopes):

1. Short technical proposal outlining (all in a separate sealed envelope):
   • Proposed approach and work plan;
   • Company overview (profile), including experience in the area; team members and their main qualifications (CVs); contact data, persons responsible for the assignment implementation and coordination;
   • Copy of the company registration certificate in the Republic of Moldova;
   • Company bank data, including bank name, code and IBAN in MDL;
   • No-debt certificate issued by the Moldovan Tax Service or copy of the latest financial report.
2. Financial proposal per deliverable, as well as a total budget expressed in MDL, VAT 0%; company bank data, including bank name and IBAN for MDL (all in a separate sealed envelope).

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than MDL (Moldovan Lei) will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.

Applications shall be delivered in sealed envelopes, showing the tender number (83351689) and subject on it, to the address of GIZ Office Chisinau (66 Bernardazzi St., 5^th floor, left wing; Chisinau, MD-2009) not later than March 13, 2020, time 17:00.
