RFP-MESA-2024-019 - “Procurement and Technical Assistance for a Wind Measurement Campaign for Moldova”

Tetra Tech is the implementer of the Moldova Energy Security Activity (MESA) which is a 4-year project funded by the United States Agency for International Development. The objective of the Moldova Energy Security Activity (MESA) is to strengthen Moldova’s energy security by: (1) advancing physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) increasing investment in energy efficiency and domestic power generation, particularly through increased adoption of renewable energy technologies.

The Moldova Energy Security Activity (MESA) is providing technical assistance to Moldova’s Ministry of Energy on development of Wind Energy Zones (WEZ) and a supporting roadmap for the advancement of wind energy in Moldova. MESA will conduct a wind measurement campaign for up to two years at three selected sites to characterize the wind resource in the highest ranked WEZ in a bankable manner. The wind measurement campaign will involve procurement, installation, commissioning of measurement stations, data collection, and preparation of resource assessment reports along with the financial feasibility report.

Therefore, the purpose of this RFP is to select a qualified company for procurement, delivery, installation of LIDARs and equipment for each of the three selected sites and provide technical assistance with data analysis and reporting.
