ToR: National trainer/expert to consult curriculum development experts on integrative MIL in Moldova (extended deadline)

The DW Akademie is seeking qualified trainer(s) to provide trainings and consultations on MIL integration in the national school curriculum in the period 2026-2028 in Moldova, as required by the Ministry of Education and Research of the Republic of Moldova in the framework of the 2027 curricular reform.

- Background / problem description
While continuously waging its war against Ukraine, Russia’s propaganda and disinformation efforts are unrelentless in Moldova. Targeting large swaths of the population, they reach especially minority communities via Russian state-sponsored media as well as social networks, undermining social cohesion and weakening citizen’s trust in fundamental values such as freedom, equality and democracy.
With a strong focus on media and information literacy (MIL), the project "For Freedom and Democracy – Strong Voice in Fragile Contexts" aims to strengthen the ability of citizens to process information critically and enhance youth media literacy. DW Akademie aims to support the Ministry of Education and Research to reinforce media literacy in the framework of the 2027 curricular reform, by integrating MIL into compulsory school subjects with the support of international and local experts.
- Requested services
For this, DW Akademie is looking to contract the services of a national expert specializing in MIL and formal education, to act as co-trainer and consultant, and to cooperate with the international expert in adapting and delivering MIL-focused training to curriculum & textbook development experts in Moldova, supporting curricular integration, and providing ongoing technical and pedagogical support. Specifically, the national expert is expected to fulfill the following tasks:
- Co-design and plan the training sessions in collaboration with the international expert, including the creation of training matrices and relevant training materials;
- Co-design and localize integrative MIL materials in collaboration with the international expert;
- Deliver online or offline MIL training to curricular experts according to the proposed schedule of the Ministry of Education, facilitating hands-on learning experiences;
- Provide mentorship and follow-up support to trained experts, including feedback, troubleshooting, and sharing of good practices;
- Collaborate with DW Akademie, the Ministry of Education and other stakeholders for smooth project implementation, data collection on participation and outcomes, and logistical coordination;
- Stand ready to contribute to the development, adaptation, and integration of interactive tools for MIL in textbooks and other learning materials in relevant school subjects, if necessary;
- Assist with the evaluation of training effectiveness, collect participant feedback, and submit comprehensive activity/training reports;
- Participate in periodic project meetings, workshops, and knowledge exchange sessions as required.
- Profile of trainer
The trainer is expected to have proven record of:
- Profound expertise in the cross-section of pedagogy and MIL as defined by the UNESCO framework;
- Relevant MIL training experience with various target groups (youth and adults alike);
- Close familiarity with the Moldovan education system in general, and with the national curriculum framework in particular;
- Prior experience in integrating MIL in formal education;
- Sufficient English language skills to coordinate with DW Akademie and the international trainer, and to write reports and assessments.

- Roles and responsibilities
- The national expert will provide local expertise in the training framework - methodological relevance to the national context, adaptation and localization of training materials and suggested MIL content, as well as curriculum co-design;
- The Ministry of Education will select the curricular experts and will provide the trainees to the trainings (online or offline);
- DW Akademie, in cooperation with the Ministry of Education and other stakeholders will provide the overall cooperation framework as well as the logistical setup of each training;
- The international and national experts / trainers will provide and deliver the training content of the commissioned training units as well as detailed training reports and associated content;
- Engagement for the duration of the project phase (2026–2028), with regular remote and/or in-person contributions as agreed.
