Purpose: to hire a communication consultant to support the activity of the Information and Communication Service with the Media of the Ministry of Labor and Social Protection (MMPS), in the context of the launch of the new institutional communication channels in social networks, by ensuring their administration and constant updating with informational content, the development of infographics, as well as the organization of promotional events citizens.
Duties:
- Administration and constant updating of the Ministry's official pages on social networks;
- Creation of video content for the Ministry's social media pages;
- Creating infographics and other visual materials designed to facilitate the understanding of institutional messages by citizens;
- Developing and adapting the informational content intended for different categories of target audience, including videos, press releases and relevant posts for promoting the Ministry's activity, in Romanian, as well as in English/Russian, as the case may be;
- Organizing and participating in promotional events dedicated to informing citizens about the Ministry's activity and its initiatives;
- Collaboration with the Ministry's Information and Media Communication Service for the planning and implementation of communication campaigns;
- Monitoring the impact of communication on new channels and proposing adjustments to improve the efficiency of the messages sent;
- Monitoring comments on the Ministry's social media pages;
- Ensuring that the published content is aligned with the Ministry's objectives and key messages.
Responsibilities:
- Exercising the duties in strict accordance with the requirements of the position of consultant and the regulatory framework in force;
- Ensuring the quality of the materials developed and the events organized;
- Carrying out information and communication activities, within the required deadlines;
- Compliance with the internal rules of the authority and responsible use of material goods and technical equipment;
- Compliance with the Ministry's norms and quality standards in the field of communication and public relations.
Reporting:
The Consultant will report the activities carried out to the person responsible for the activity of the communication and public relations subdivision of the Ministry, in the form of a monthly report, in electronic format (Word), in Romanian.
Performance indicators:
- Number of posts made and published monthly on the Ministry's social networks – minimum 5 posts per week;
- Creation of visual materials (infographics, videos, banners, etc.) – minimum 4 graphic/video materials, made weekly, as requested;
- Organization of promotion/information events – minimum 1 event/month;
- Compliance with the deadlines for the delivery of content and materials – 100% of the deliverables sent within the established deadline, to the Information and Communication with the Media Service;
- Fulfilment of the tasks specified in the terms of reference;
- Quality of work;
- Flexibility in meeting the needs of MMPS;
- Initiative and creativity in delivering results.
Definition of supervisory mechanisms:
- The Consultant/Consultant will work under the direct supervision of the person responsible for the activity of the communication and public relations subdivision of the Ministry.
- The coordination of the materials will be done exclusively by e-mail.
Requirements for the consultant:
Education: higher education in the field of communication and public relations/journalism, law, letters, public administration.
Professional experience: minimum 1 year in the field of communication and public relations/journalism (advantage), letters, law or public administration.
Knowledge:
- Application of online communication techniques and effective relationship with the public through social networks;
- Advanced content writing skills adapted to digital platforms, in compliance with the grammatical and linguistic norms of the Romanian language;
- Knowledge of using graphic editing and video creation programs (e.g. Canva, Adobe Illustrator or other tools relevant to the development of infographics and videos);
- Practical knowledge of organizing public promotional events;
- Advanced knowledge of Romanian and intermediate/advanced knowledge of English and Russian, necessary for writing, adapting and translating communication content.
Skills: effective planning and implementation of activities, analysis and synthesis, communication and facilitation, teamwork, operation of information programs.
