CRS in Moldova & Ukraine:
Building on a modest pre-existing presence, the Moldova and Ukraine Country Office (CO) rapidly expanded its programming following Russia’s full-scale invasion of Ukraine in 2022. Between 2022 and 2025, CRS reached over 500,000 people through a comprehensive emergency, recovery and development strategy encompassing shelter and infrastructure, winterization, basic needs, education, livelihoods, protection, and care reform. The CO also prioritized strengthening partner capacity and fostering local leadership to amplify impact and reach millions more. Looking ahead, priorities include diversifying programming for the most vulnerable, integrating systemic outcomes for scale, and deepening partnerships across both countries. CRS’ portfolio is resourced by institutional donors and private emergency funding.
Job Summary
As a key member of the CRS Moldova Housing for All team, and in close coordination with local partners, you will play a critical role in in support of Catholic Relief Services’ (CRS) work to ensure all people have access to safe and dignified housing in inclusive communities. As a Senior Project Officer, you will facilitate the achievement of project objectives through coordinating and reporting on all project activities and providing technical guidance and advice to staff and local partners. Your coordination and relationship management skills will ensure that Housing for All applies best practices and constantly works towards improving the impact of its benefits to those we serve.
Roles and Key Responsibilities
- Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
- Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners and staff in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
- Coordinate and oversee community and stakeholder engagement efforts, and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact. Oversee and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up.
- Develop standard operating procedures, tools, and other resources related to housing for use by project staff and partners. Develop engagement plans and communication materials for participants, communities, and other stakeholders.
- Support and coordinate capacity building, trainings, and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.
- Coordinate provision of any logistical and administrative support to staff and partners.
- Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices
- Represent CRS in meetings with technical and strategic stakeholders to promote effective collaboration and coordination to achieve project objectives.
Basic Qualifications
- Bachelor's Degree required.
- Minimum of 2-5 years of work experience in project support, ideally in the field of humanitarian shelter or other refugee assistance and for an NGO.
Preferred Qualifications
- Further education in International Relations or Social Sciences, or in architecture, urban planning, or civil engineering, would be a plus.
- Experience working with partners, participatory action planning, and community engagement.
- Experience working on policy, advocacy or technical support to government.
- Experience monitoring projects and collecting relevant data.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
- Solid technical foundation in housing or construction-related fields, supported by either a relevant qualification or at least 3 years of practical experience in housing programs.
- Five years of experience in project implementation (leading or supporting).
- Demonstrated understanding of housing policy and related issues of the Moldova housing context.
- Proven ability to build and maintain effective partnerships with local authorities, community organizations, and service providers.
- Familiarity with community-based approaches and integration of vulnerable groups into inclusive housing solutions.
- Previous experience working with NGOs or in collaboration with government agencies on housing or social housing initiatives.

- Attention to details, accuracy and timeliness in executing assigned responsibilities
- Strong planning and coordination skills and ability to prioritize competing priorities effectively
Required Languages: Spoken proficiency in English and fluency in Romanian required. Russian and/or Ukrainian a plus.
Travel: Include percentage of required travel, if applicable. Could be stated as Must be willing and able to travel up to 40 %.
