Mental Health and Psychosocial Support Officer - Project HOPE Moldova

Project HOPE aims to improve access to quality care for vulnerable groups in the Republic of Moldova by strengthening the health system for vulnerable people including foreign people and strengthening the network of health services in under-resourced and underserved communities.
In Moldova, Project HOPE prioritizes locally led development programs that support the primary healthcare system by strengthening the capacity of local actors to deliver quality services to the population.
Project HOPE, also, focuses on providing medical equipment and critical items to Moldova's critical health infrastructure to ensure timely access to vital medical resources, with a direct impact on quality of care, patient outcomes, emergency response, and overall institutional resilience during crises.
Project HOPE provides health and humanitarian assistance to local people in need and displaced people from Ukraine, as well as refugees from neighbouring countries fleeing the ongoing conflict
Position Overview:
The primary responsibility of the MHPSS Officer to support the implementation of Health, Mental Health and Psychosocial Support (MHPSS) and Humanitarian response in Moldova. The MHPSS Officer conducts and support assessments is responsible for the program development process with technical and support departments. S/he will oversee implementation of the partner organization activities supported by Project HOPE.
S/he will play an essential role in Home-based care support teams’ activities. This includes coordinating mobile teams to deliver MHPSS services to communities and monitoring consultations conducted by team psychologists. The Officer will ensure that services are targeted, well-documented and meet the needs of beneficiaries.
The MHPSS Officer will support and manage, depending on the staffing plan, technical and core department inputs including Finance, Supply Chain and HR, towards the improvement of program decisions and actions. They support start up activities; support the development of proposals including budgets, logical frameworks, and detailed work plans.
Furthermore, the MHPSS Officer will contribute to detailed reporting on project outcomes, including tracking beneficiary numbers and documenting challenges encountered. S/he will also assist in drafting concept notes for new project proposals, ensuring these documents reflect on-the-ground insights and align with Project HOPE’s objectives.
Responsibilities:
Program implementation:
- Support the implementation of integrated health and MHPSS interventions in line with approved work plans, budgets, and donor requirements.
- Ensure that programme activities are implemented in accordance with the IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings and relevant WHO guidance.
- Support the preparation and execution of contracts as per set internal procedures. Engage with appropriate teams, including legal, Finance, and other appropriate staff members as needed.
- Monitor project progress, identify challenges, and recommend corrective actions as necessary to achieve program goals.
- Conduct regular field visits to observe implementation, document findings, and propose improvements.
- Participate in program budgeting, ensuring appropriate burn rates and proposing adjustments when necessary.
- Support the planning and oversight of procurement processes related to program activities, ensuring timely acquisition of necessary resources in compliance with donor and organizational regulations.
- Participate in preparation of internal and external reports, including submission of donor reports. Ensure compliance with donor regulations and reporting requirements.
- Assist in the design and development of project proposals, including needs assessments, objectives, timelines and budgets.
- Research best practices and innovative approaches to inform program development and implementation.
Mental Health & Psychosocial Support (MHPSS)
- Provide technical support and oversight for the delivery of mental health and psychosocial support programs in accordance with project objectives, work plans, and donor requirements.
- Contribute to the capacity strengthening local staff, community volunteers, and partners through training, mentoring, and technical guidance on MHPSS principles and practices. Facilitate or support community-based activities, support groups, and psychoeducation sessions aimed at strengthening resilience and reducing stigma related to mental health.
- Engage with communities to assess mental health and psychosocial needs, understand local coping mechanisms and promote community resilience.
- Facilitate community dialogues, support groups, and awareness-raising activities to reduce stigma and promote mental health literacy.
- Coordinate with relevant stakeholders, including government agencies, local organizations, and other NGOs, to ensure effective collaboration and complementarity of MHPSS interventions.
- Participate in coordination meetings, working groups, and inter-agency initiatives related to mental health and psychosocial support.
- Monitor program activities, outputs, and outcomes to track progress against objectives and indicators.
- Collect and analyse data on MHPSS activities, beneficiary feedback, and impact assessments to inform program adaptation and learning.
- Support the integration of MHPSS into broader primary healthcare, humanitarian, and protection responses
- Raise awareness about mental health issues, psychosocial support needs, and the importance of addressing psychosocial well-being in humanitarian settings.
- Maintain accurate records of MHPSS activities, case management, and beneficiary information in compliance with confidentiality and data protection protocols.
- Prepare narrative reports, case studies, and other documentation to report on program achievements, challenges, and lessons learned.
Position Profile and Qualifications:
Educational background:
• Bachelor’s degree in Social Science, Psychology, Social Work, Public health, Human Rights, or other fields related to social development and humanitarian work.
Years of Experience:
• 3 years of relevant professional experience in similar roles.
• Experience in design, implementation, or coordination of MHPSS programmes protection sector program design in humanitarian environments.
• Solid understanding of MHPSS principles, including the IASC layered system of supports.
• Knowledge of and ability to develop/adapt and deliver MHPSS/SGBV trainings and curriculum.
• Psychosocial support techniques knowledge. Community experiences working with vulnerable populations on psychosocial interventions
IT Technical Skills (Equipment, Software, Tools, others): Proficiency with MS Office

Type of contract: Employment contract; Full-time job
Salary range: $1,590 Gross/monthly.
Initial duration of the fixed-term contract: February – April 2026 (with potential extension).
