Finance Officer - Project HOPE Moldova

Project HOPE, the People-to-People Health Foundation, Inc., is a global health and humanitarian non-profit organization with 65 years of experience in 100+ countries, empowering local health workers and addressing urgent health needs through 500+ programs, is a global health and humanitarian non-profit organization dedicated to providing long- lasting solutions to global health problems, placing power in the hands of local health workers, and improving the quality of life for the world’s most vulnerable people.
Project HOPE aims to improve access to quality care for vulnerable groups in the Republic of Moldova by strengthening the health system for vulnerable people including foreign people and strengthening the network of health services in under-resourced and underserved communities.
In Moldova, Project HOPE prioritizes locally led development programs that support the primary healthcare system by strengthening the capacity of local actors to deliver quality services to the population.
Project HOPE, also, focuses on providing medical equipment and critical items to Moldova's critical health infrastructure to ensure timely access to vital medical resources, with a direct impact on quality of care, patient outcomes, emergency response, and overall institutional resilience during crises.
Project HOPE provides health and humanitarian assistance to local people in need and displaced people from Ukraine, as well as refugees from neighbouring countries fleeing the ongoing conflict
Position Purpose
Support finance operation in:
- Payment Processes
- Accounting System
- Daily finance, administrative and accounting operation (Archive, account analysis, cash reconciliations, cash projection, etc).
Main Responsibilities:
- Review procurement packages / expenses documentation for payment. Communicate any deviation or missing documentation.
- Prepare payment requests following the organization's standards, ensuring that the processes are duly approved by authorized personnel.
- Monitor the availability of funds, communicate financial position to budget holder and other related areas for procurement planning in daily basis.
- Keep the accounting systems updated (QuickBooks, NetSuite), ensure the recording of financial operations in a correct and timely manner.
- Proactively ensure compliance with processes and policies of the organization and donors.
- Organize and archive financial operation documents in digital cloud under organization's standards.
- Assist in any other activity related to financial and accounting area.
- Prepare and monitor prepaid, accruals and operational / employee advances.
- Preparing budget control files, communication with all the departments to ensure the accurate and timely projections for each project, analyzing projections vs actuals.
- Coordinating communication with local accountant company to be following local law and timely bookkeeping all transactions in local accounting system and reporting.
- Working on end of period closing, completing all forms required based on internal regulations
Educational background:
- Bachelor’s degree in Accountancy, Finance or related areas.
- Previous experience working with international organizations is considered strong advantage. Understanding of iNGO sector and the humanitarian context will be an advantage.
Years of Experience:
At least 3 years of relevant experience in Accounting and Finance.
IT Technical Skills (Equipment, Software, Tools, others):
- Accounting and financial skills.
- Strong with MS Word and Excel.
- Experience with local accounting system (payroll, bank, warehouse’s operations, business trips, invoices, other daily transactions).
- Experience with QuickBooks / NetSuite accounting software a plus.
- Experience in preparing Financial Statements

Language Skills: Fluency in Romanian and English (both written and oral) is required.
Type of contract: - Employment contract
- Full-time job
Salary ranges: between $1,590 - $2,015 Gross/monthly, based on the assessment of the candidate's knowledge, skills, abilities and previous experience.
Initial duration of the fixed-term contract: January – March 2026 (with potential extension).
