Caritas Moldova is hiring a Protection Officer
Contract period: January 1, 2026 – December 31, 2026 (with possibility of extension)

Purpose of the Position
The Protection Officer integrates protection principles into all project activities, provides support to vulnerable beneficiaries, and works closely with mobile teams, project staff, relevant authorities, and internal Safeguarding and Child Protection functions. This role focuses on identifying protection risks, ensuring appropriate referrals, and coordinating responses in line with organizational policies. Close collaboration with MEAL and Advocacy teams is maintained to strengthen protection outcomes.
Key Responsibilities
- Identify and assess risks for vulnerable groups, including children, women, elderly, people with disabilities, and refugees.
- Provide direct support to beneficiaries and refer them to specialized services (GBV, child protection, psychosocial support, legal aid).
- Help mobile teams apply protection principles in field activities such as distributions, home visits, and outreach.
- Conduct regular assessments to identify gaps in services and barriers to assistance.
- Work with the Project Coordinator and Advocacy Specialist to engage with local and central authorities, social services, and communities to improve protection responses.
- Participate in local and inter-agency coordination platforms and working groups.
- Provide practical support and training to project staff and mobile teams on protection standards, safeguarding, and humanitarian principles, in coordination with the Safeguarding Officer who leads safeguarding-specific training.
- Collect and analyze data on protection incidents, risks, and beneficiary needs (in collaboration with MEAL and the Safeguarding Officer).
- Prepare internal and external reports highlighting risks, trends, and recommendations for action.
- Contribute to documenting lessons learned to improve protection-sensitive programming.
- ork with MEAL to collect and analyze beneficiary feedback and protection data for program adjustments.
- Provide input to Advocacy teams on protection gaps and systemic barriers that require policy or governmental action.
- Support community engagement activities, including awareness on rights and protection mechanisms.
- Actively participate in case follow-up within the referral system, coordinating with service providers and ensuring proper documentation and timely reporting to inform learning and program improvements.
Requirements
- Bachelor’s degree in social work, law, human rights, or related field.
- Minimum 3 years of relevant experience in protection in humanitarian, social, or development contexts.
- Solid understanding of child protection, GBV, PSEA, and humanitarian protection standards.
- Experience working with vulnerable populations and diverse communities.
- Strong interpersonal, communication, and coordination skills.
- Ability to work independently and as part of a multidisciplinary team in a field setting
- Languages: fluent Romanian and English; Russian or Ukrainian is an asset.
- Proficiency in MS Office (Word, Excel, PowerPoint).
