DAI is looking for a Component Leader - Parliamentary Oversight, on the Swiss Development Cooperation (SDC) funded project Strengthening Parliamentary Democracy in Moldova (PADEM) project in Moldova. The Component Leader will be responsible for management of the Legislative process Component of the project, under supervision of the Team Leader. S/he will:

• Lead activities aimed at developing and strengthening the Parliament’s capacity in the area of oversight of policy implementation and alignment with EU legislation.
• Organise and facilitate workshops, trainings, and advisory sessions for MPs and parliamentary staff to enhance their understanding and use of oversight mechanisms.
• Provide capacity building support for oversight and post-legislative scrutiny.
• Support the development and improvement of procedures and tools for parliamentary oversight, including analytical and reporting processes.
• Strengthen support systems for financial oversight and foster cross-party engagement in oversight processes.
• Cooperate with relevant committees, parliamentary services, and other stakeholders to ensure effective implementation of recommendations and follow-up on results.
• Coordinate and align Component 2 activities with other components of the project and with the team of key experts.
• Prepare ToRs and lead engagement and supervision of service providers working under this component.
• Prepare technical reports, work plans, and other relevant documents related to parliamentary oversight.
• Facilitate the learning process from technical activities and define scale-up plans for successful practices.
• Facilitate change management and promote uptake of best practices, working with identified Change Champions within Parliament and other stakeholders.

Expected competences and experience:

• A Master’s degree in Law,
• At least 10 years of international experience in working with Parliaments, preferably in the Eastern Europe and/or economies in transition, as well as in implementing Parliament-work related projects at a systemic level.
• In-depth knowledge of parliamentary systems, in particular the institutional capacity of Parliaments, their functional competencies, as well as civil society engagement in parliamentary processes.
• Profound knowledge and understanding of parliamentary democracy, and connected experience.
• Access to parliamentary stakeholders at international level. Links to Swiss Parliament will represent an asset.
• Access to regional and international networks and to local and regional partners.
• Knowledge of SDC’s systems and procedures will represent a strong asset.
• A good understanding of the Moldovan context, its political, social and economic dimensions.
• Awareness of the process of EU accession and how this translates into a transformation of the governance system in Moldova, incl. parliamentary development.
• A track record of successful coordination of and collaboration with other donor-funded projects/programs in similar situations.
• A track record of contributing to good practices in effective and efficient parliamentary development.
• Language capacities in English, Romanian, and Russian; English will be the project’s official and reporting language.

Specific professional experience:

• Over 10 years of experience in the Parliamentary oversight, preferably in Moldova, Eastern Europe is an asset.
• Previous experience working with MPs and parliamentary services in parliamentary oversight.
• Experience developing materials and courses specifically around parliament’s oversight function
• Experience in developing and conducting trainings on parliamentary oversight and post-legislative scrutiny
• 5 years of experience in post-legislative scrutiny
• Previous experience in strengthening professional research capacities of parliaments and enhancing cooperation of parliaments with independent oversight agencies.

The position is based in Chisinau, Moldova. It is a fixed term employee contract with a competitive salary until March 2029, with possibility of extension.
