Project HOPE aims to improve access to quality care for vulnerable groups in the Republic of Moldova by strengthening the health system for vulnerable people including foreign people and strengthening the network of health services in under-resourced and underserved communities.
In Moldova, Project HOPE prioritizes locally led development programs that support the primary healthcare system by strengthening the capacity of local actors to deliver quality services to the population.Project HOPE, also, focuses on providing medical equipment and critical items to Moldova's critical health infrastructure to ensure timely access to vital medical resources, with a direct impact on quality of care, patient outcomes, emergency response, and overall institutional resilience during crises.

Project HOPE provides health and humanitarian assistance to local people in need and displaced people from Ukraine, as well as refugees from neighbouring countries fleeing the ongoing conflict

Position Purpose:
This position is essential to ensuring the efficient coordination, implementation, and reporting of Project HOPE's health-focused programs in Moldova. The Program Coordinator will provide strategic and operational support to ensure high-quality program delivery, while leveraging their background in health to ensure technical relevance and alignment with national systems.
The role leads implementation of health, MHPSS, and humanitarian response activities, conducts assessments, oversees documentation, and collaborates with Finance, Supply Chain, HR, Comms, and MEAL teams. The Coordinator is responsible for proposal and budget development, tracking indicators, donor engagement, reporting, and contributing to Project HOPE’s strategic positioning in the health sector.   

Main Responsibilities:         

  • Ensure effective and timely implementation of program activities in line with work plans, budget, and donor requirements.
  • Coordinate and oversee the development, implementation, and monitoring of health-related programs and interventions, including health assessments, public health and community-based activities, ensuring alignment with national protocols and Project HOPE standards for health, MHPSS, and humanitarian response.
  • Lead the preparation and management of program implementation tools, including project plans, timelines, budgets, schedules.
  • Manage timelines and deadlines for programming milestones, and track progress against indicators and deliverables.
  • Conduct field visits and ensure quality control and accountability in program implementation.
  • Develop and track budgets and burning rates, in close cooperation with the Finance Department.
  • Develop and track procurement plans and work plans to ensure proper personnel, facilities, and supplies are available to meet program deliverables, in close cooperation with the Supply Chain Department.
  • Lead health assessments and use findings to shape intervention plans and new initiatives.
  • Identify and design new program opportunities aligned with Project HOPE’s mission and donor priorities.
  • Provide leadership in designing and updating the country program strategy and response frameworks.
  • Lead the development of concept notes, proposals, logframes, and budgets in collaboration with Regional and HQ teams.
  • Lead internal and donor reporting processes, ensuring timely, accurate, and evidence-based reporting.
  • Ensure effective donor communication throughout the project cycle, including during planning, reporting, coordination, and visibility efforts.
  • Represent Project HOPE at coordination meetings, liaise with partners and authorities, and build strategic partnerships.
  • Facilitate collaboration with internal departments (Finance, HR, Supply Chain, MEAL, Comms) to ensure operational alignment and program support.
  • Carry out any other duties assigned by the Regional Director in line with the evolving program needs.


Educational background: 

  • Bachelor's degree in a relevant field (e.g., Public Health, Medicine, Health Sciences, Project Management, Public Administration, etc.)
  • Postgraduate studies in a related field (e.g., Public Health, Global Health, Development Studies) are considered a strong advantage.

Years of Experience: 

  • At least 3 years of experience working within a humanitarian and/or development organization in program coordination or leadership roles.
  • Demonstrated experience in:
  • Project and program management, including planning, implementation, and reporting
  • Delivery and oversight of health programs in development or emergency contexts
  • Engagement with government bodies, local public authorities, and civil society organizations
  • Working knowledge of the Moldovan healthcare system, with a focus on primary healthcare and public health priorities
  • Strong managerial and interpersonal skills, with the ability to work effectively in multicultural and multidisciplinary environments.

IT Technical Skills (Equipment, Software, Tools, others): 

  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook)
  • Proficiency using cloud-based collaboration tools (e.g., SharePoint)
  • Familiarity with data collection platforms (e.g., Kobo, DHIS2)
  • Ability to quickly learn and navigate organizational platforms for reporting, documentation, and communication)

Language Skills: Fluency in Romanian and English (both written and oral) is required.
Type of contract: Employment contract; Full-time job
Salary range: 2000 USD Gross/monthly
Initial duration of the fixed-term contract: 3 months (with potential extension).
