The Republic of Moldova has received financing from the World Bank Group toward the cost of the Strengthening Moldova’s Disaster Risk Management and Climate Resilience Project, and intends to apply part of the proceeds for contracting a Project Manager.
The main objective of the Project Manager is to ensure the coordination and successful implementation of the Project from initiation and planning to execution, monitoring, control and closing, within the approved budget, scope and terms.
This is a full-time activity that will begin in November 2025. The contract will be concluded for an initial period of twelve (12) months, with the possibility of extension, subject to satisfactory performance of the Project Manager, agreement of the Parties, and Bank’s no objection until the Project closing date, on September 30, 2029.

The PI Office for External Assistance Programs Management, as PIU of the Project, now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant should meet the following minimum qualifications requirements:
- Degree in finance/ banking/business administration and/or accounting/legal/informational systems;
- More than 5 years of project management good experience in implementing international donor-funded projects, preferably by World Bank;
- Knowledge of World Bank procedures and guidelines related to Project implementation, including procurements and financial management;
- Excellent written and oral communication skills in English and Romanian, including the ability to draft memos, messages, letters and internal regulations, documents and reports;
- Computer literacy.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers - PROCUREMENT IN INVESTMENT PROJECT FINANCING Goods, Works, Non-Consulting and Consulting Services, dated September 2023 (hereinafter referred to as “the Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the World Bank Procurement Framework.

Terms of Reference for Project Manager (PM)
- Project Background.
The Strengthening Moldova’s Disaster Risk Management and Climate Resilience Project (SMORE) aims to enhance Moldova’s preparedness and response to natural hazards and climate-related shocks, and in case of an eligible crisis or emergency, respond promptly and effectively to it
The Project comprises the following 5 Components:
Component 1: Investments and Institutional Strengthening for Emergency Preparedness and Response;
Component 2: Improving Hydrometeorological Services;
Component 3: Policy and Regulatory Support for Risk Reduction of Critical Infrastructure and Fiscal Resilience;
Component 4: Contingency Emergency Response Component (CERC);
Component 5: Project Management.
The Public Institution “Office of External Assistance Programs Management” (OEAPM) founded by the Ministry of Finance of R.M. will have the role of the Project Implementation Unit (PIU). The Ministry of Internal Affairs (MoIA) together with the General Inspectorate for Emergency Services (GIES), Ministry of Infrastructure and Regional Development, Ministry of Finance, Ministry of Environment together with State Hydrometeorological Services (SHS) will be the Project Implementing Agencies (IAs), bearing the overall responsibility for the Project implementation.
2. Objectives of the Assignment of the Project Manager (PM)
The main objective of the PM is to ensure the coordination and successful implementation of the Project from initiation and planning to execution, monitoring, control and closing, within the approved budget, scope and terms.
The PM is responsible for the management and coordination of the PIU activities in the Project.
The PM will benefit from the support of the PIU/OGPAE team, including the Procurement Specialist, Financial Management Specialist, Environmental and Social Management Specialist, and other staff for all the administrative issues.
3. Scope of Work
3.1. The scope of work and activities of the Project Manager (PM)
The scope of work and activities of the PM will include the following:
- Manage the Project from start to end throughout its life cycle by coordinating the efforts of the Project team(s) towards the achievement of the Project objectives and achievement of the expected benefits for IAs/entities and other stakeholders.
- Develop in close collaboration with other OEAPM/PIU team members of the Project management function and capabilities, including provision of training in Project management for PIU.
- To setup an effective and efficient internal control for Project’s operations, goods, works, services and fixed assets financed in the Project;
- Ensure the fulfillment of the provisions of the Loan Agreement, and if it will be necessary, to coordinate the activities related to the amendment of agreements and to all the administrative procedures resulting from such an amendment to be effective;
- Coordinate, align and synchronize the activities related to the Project Components and / or Sub- components implementation with the purpose:
- to avoid and/or minimize the risks of overlaps by identifying interdependencies between Project Components and / or Sub-components;
- to take into account the IAs institutional capacity, and provide needed technical assistance;
- to increase the value of benefits realized at the Project level.
- Ensure alignment and synchronization of the Project activities with other initiatives, projects and actions being implemented within IAs;
- Ensure effective communication and liaison with OEAPM/PIU management team, Project beneficiaries/owner(s), including for the purpose of strategic and tactical documents and plans approval and coordination;
- Cooperate and communicate effectively with Project key stakeholders (IAs/entities, General Inspectorate for Emergency Situations, State Hydrometeorological Service, World Bank, Ministry of Finance, members of the Project Steering Committee(s), consultants, experts and other stakeholders) with the aim to identify their requirements, needs and expectations and manage them to ensure the Project results will meet the stakeholders’ expectations;
- Prepare Project Steering Committee(s) meetings;
- Ensure an effective communication and information on the Project activities already completed and scheduled to be implemented.
- Promotion and ensuring the visibility of the Project activities;
- Ensure an effective communication and liaison with the relevant OEAPM/PIU staff and consultants (Procurement and Financial Management and other specialists and experts) for all Project activities;
- Ensure compliance with the World Bank procedures and guidelines related to procurement, financial management, other rules regarding environment and social requirements as well as with Project Operational Manual (POM) provisions, OEAPM/PIU internal procedures, and Moldovan legal framework requirements within the Project implementation;
- Manage effectively and efficiently the Project including the processes of planning activities, implementation, monitoring, control and closing, and inter alia performing the following
Project management activities:
- Project scope management including Project stakeholders’ requirements management;
- Project stakeholders’ management, including stakeholder’s identification, analysis and developing strategies on stakeholder’s management and communication;
- project integration management, implementation of an effective and efficient change control framework;
- Project time and scheduling management, including identification of the interdependencies between the activities, scheduling based on available capabilities and resources, as well on existing constraints, management of the Project within the agreed terms;
- Project human resources management, including the coordinate, allocate tasks, assign responsibilities and accountability, assess and manage the performance of the Project implementation team members from PIU and subcontracted service providers;
- In agreement with the management of the OEAPM, Project costs management, including costs estimates and analysis, budgeting, planning and allocation of funds, monitoring and control of approved plans and budgets;
- Project procurement management, including planning, administering and monitoring procurements;
- Project risks management, including risks assessment and analysis, developing risk response strategies in order to minimize or exclude any negative impact on the Project;
- Project quality management, including identifying and implementing quality assurance and quality deficiencies remediation activities to ensure compliance to the requirements set for the deliverables.
- Monitor the compliance to World Bank and local legal framework provisions and guidelines on procurement, financial management, social and environment and reporting activities within the Project financed by IBRD;
- Develop and adjust/update the Project plan according to the requirements set by POM, Project management procedures and best practices for similar projects, scope and complexity, and coordinating it with the Project Director and Steering Committee;
- Develop Project annual plans including any subsidiary plans (for project Components and Sub-components) with a sufficient level of detail to allow a better management, monitoring and control of current activities;
- Exercise independent judgment by promptly bringing potential problems to the attention of the OEAPM/PIU management and team members. Keep others informed as appropriate, by providing relevant information, reports or status updates;
- Assist and supervise the IAs in defining needs of services and goods to be contracted, administering procurement, selection, negotiation and subcontracting vendors or consultants to meet the Project needs;
- Perform any other activities related to the Project as it may be required by the approved Project documents and rules.
4. Qualifications
The most suitable candidate for the Project Manager position, who will be able to provide support to OEAPM/PIU in successfully implementing the Project, is expected to demonstrate specific qualifications and experience:
Mandatory Qualifications:
The Project Manager should have the following mandatory Qualifications:
- Degree in finance/ banking/business administration and/or accounting/legal/informational systems;
- More than 5 years of project management good experience in implementing international donor-funded projects, preferably by World Bank;
- Knowledge of World Bank procedures and guidelines related to Project implementation, including procurements and financial management;
- Excellent written and oral communication skills in English and Romanian, including the ability to draft memos, messages, letters and internal regulations, documents and reports;
- Computer literacy.
Preferred Qualifications:
The Project Manager should have proven experience as follows:
- Internationally recognized professional certifications in Finance/ Banking/ Business Analysis, Accounting/ Audit;
- Experience in managing of Projects/programs in central public authorities from Republic of Moldova;
- Experience of Project management in the World Bank projects of similar scale and complexity.
5. Duration, Outputs and deliverables
Duration
This is a full-time assignment planned for November 2025 – September 2029. The consulting services contract will be concluded with OEAPM/PIU for an initial period of twelve (12) months, with the possibility of extension subject to satisfactory performance, agreement of the Parties and Bank’s no objection.
6. Outputs and deliverables
The outputs of the Project Manager will include:
- Day -to -day efficient organizing and implementation of all activities within the Project;
- Project Procurement Plan developed and kept up-to-date;
- Procurement processes conducted in accordance with the World Bank guidelines and the approved Procurement Plan;
- Bidding documents, letters of invitation, draft contracts, evaluation reports for the procurement of goods, services and works, the procurement documentation prepared for publishing;
- Monitoring and control of procurement contracts execution;
- The archive, including electronic archive of all procurement packages;
- Budget disbursement projections and budget commitments.
- Monitoring of expenditures financed within the Components and Subcomponents of the Project.
- Presentation of consolidated reports requested within the Project.
- Development and presentation of deliverables according to the consulting contract signed with the OEAPM/PIU.
7. Client Input:
- Provision of working space and related utilities at the OEAPM/PIU office;
- Access to office equipment and communication facilities;
- Transportation required for the execution of the assignment;
- Any other necessary means and support to assist in carrying out the assignment.
