Project 220009: Improving the standards compliance through increased national capacities for residue monitoring
The overall objective of this Action is to enhance national consumer safety and access to safe, healthy, and nutritious food and to improve trade opportunities and create a conducive business environment for SMEs, thus contributing to resilient, sustainable, and inclusive economic development as well as paving the way to a fully-fledged Green Deal for the Republic of Moldova.
The specific objective of the Action is to increase national capacities for residue monitoring in animal feed and products of animal origin (pesticides, veterinary medicine, contaminants, and prohibited substances).
FUNCTIONAL RESPONSIBILITIES:
National Finance and Business Development Expert works under the overall guidance of the Project Manager (PM), direct supervision of the International Technical Adviser and in close cooperation with International and National Experts, and the project management team in the HQ and field location. National Finance and Business Development Expert reports directly to the Project Manager for all administrative issues.
Attend UNIDO Project team as well as meetings with national counterparts and the donor, and provide inputs, where relevant/necessary;
Map concessional and blended financing mechanisms, as well as investment sources and bank loans, and other commercial financing mechanisms for SMEs, FBOs and farmers;
Provide inputs for the development of the second cycle of the EU-UNIDO Standards Compliance (SC) Capacity Building and Implementation (CBI) Programme for SMEs, FBOs and Farmers, as well as the first cycle of the UNIDO GQSP SC CBI Programme;
Contribute to developing materials for information sessions, including agenda, PPTs, evaluation forms, etc., in the Romanian language;
Design and develop the training curriculum, modules, materials, assignments, tests and evaluation forms in the Romanian language;
Deliver comprehensive training, combining theoretical knowledge with practical examples and on-the-job practice, with a focus on assigned topics;
Provide personalised support (individual coaching) to address specific challenges faced by SMEs, FBOs and farmers, ensuring the application of the knowledge gained in training;
Evaluate the baseline knowledge (pre-test) and measure improvements of participating enterprises (post-test), and analyse feedback from SMEs, FBOs and farmers on training modules and coaching sessions based on the evaluation questionnaires and direct interactions;
Provide recommendations on how to improve the EU-UNIDO SC CBI Programme and the UNIDO GQSP SC CBI Programme, based on the comprehensive feedback and observations made;
Contribute to drafting and/or finalisation of the final report of the EU-UNIDO SC CBI Programme and the UNIDO GQSP SC CBI Programme;
Contingency;
Prepare and submit for approval to the PM a final report.
MINIMUM ORGANIZATIONAL REQUIREMENTS
Education: Advanced university degree (Master’s or equivalent) in Economics, Finance, Business administration, International development, or related discipline is required.
Technical and Functional Experience:
- At least three (3) years of relevant professional experience in business advisory services, the financial sector and MSME development is required.
- Experience in developing and delivering training courses and coaching, particularly in access to finance, investment readiness, and business planning, is required.
- Experience in working with the UN system, international organisations, or non-governmental organisations and with the donor community is desirable.
Languages: Fluency in written and spoken Romanian is required. Fluency and/or working knowledge of the English language is required. Fluency and/or working knowledge of another official UN language, particularly Russian, is desirable.
