Programme Officer
Purpose of Job
Under the supervision of the Country Director, the Programme Officer will be providing support to project managers and other Lumos Moldova staff members on the projects design, implementation, monitoring, evaluation, and adaptive management, tracking compliance with deadlines and deliverables, ensuring accurate documentation, capture of learning, and regular reporting. The Programme Officer will also be responsible for identifying funding opportunities and drafting project proposals, ensuring compliance with relevant internal and national policies and regulations and for reporting to donors.
This position is full time, fixed term (7-months), with possibility of extension (subject of funds availability).
Main Responsibilities
Support to the implementation and coordination of the Programme:
- Assist in design, planning, implementation and coordination of the projects’ that are part of Lumos Programme in the Republic of Moldova
- Support project managers in executing project activities, in line with the set up outputs and outcomes
- Support project managers in coordinating with various teams, including the Global Programmes, Technical expertise, MEAL, CYP and Advocacy to ensure smooth Programme implementation
- Contribute to the development of projects’ design, plans, objectives, and timelines, logframes and Gantt charts
- Maintain accurate and up-to-date programme documentation, including project files, records, and reports
- Facilitate effective communication and collaboration among project teams, partners, and stakeholders
- Assist in organising and coordinating meetings, workshops, and other programme-related events
- Draft and disseminate programme-related communication, including emails, memos, and newsletters
Monitoring and Evaluation:
- Monitors programme progress against established milestones and deliverables
- Tracks and supervises key performance indicators and evaluates programme outcomes
- Prepares regular progress reports, status updates, and presentations for internal and external stakeholders
- Contributes to monitoring activities for Lumos Moldova team, ensures effective and timely capture, processing and reporting of the Programme’s data and metrics.
- Captures the learning and applies the adaptive management for continuous improvement of the project’s implementation
- Supports the team to build the confidence and abilities to use data and evidence in their everyday work.
- Contributes to drafting of various reports, using language that is tailored to the audience; and following the Lumos’ style and referencing guidelines.
- Contributes to research studies’ design, implementation, analysis, and reports development as required by the Lumos Moldova Programme.
- Supports the development of quarterly narrative reports and Dashboards for the Programmes Advisory and Safeguarding Board Committee
- Contributes and supports the process of monitoring and evaluation of activities.
- Ensures that activities are documented accurately, Programme Reports are developed, and learnings from the current programmes are captured.
- Creates and manages an internal library / data base of available training / methodological assistance and other information resources related to and useful / applicable in our activity.
Fundraising:
- Identify and cultivate relationships with potential donors, sponsors, and grant-making organizations
- Undertake online research, build contacts with potential individual donors and raise funds for the activities of the organization
- Write compelling grant proposals and funding applications, ensuring alignment with organizational objectives and donor requirements
- Conduct thorough research to identify new funding opportunities and stay updated on current trends and practices in nonprofit fundraising
- Maintain a donor database and track all fundraising activities, donor communications, and contributions
- Cultivate and steward relationships with existing donors, ensuring timely and personalized acknowledgements, updates, and impact reports
- Improve and develop communications materials for the organization such as brochures, annual reports, posters etc
- Organize or provide assistance in organizing any fundraising events for the organization
- Suggest other innovative ideas for effective resource mobilization
Performs other activities to help accomplish the goals and mission of Lumos Programme in the Republic of Moldova.

Knowledge/Skills:

- The ability to build and maintain professional relationships

- Advanced computer skills (MS Excel, MS Word, PowerPoint, Outlook etc.);
- Strong command of spoken and written Romanian, Russian and English.
Experience:
- Higher education in public administration, economics or other relevant fields;
- Minimum 3 years of experience in a similar position;
- Exceptional communication and relationship-building skills
- Strong attention to detail
- Familiarity with local community resources, philanthropic foundations, and government funding sources
- Ability to successfully balance priorities while managing multiple tasks and planning big events
- Experience of working in an international environment.
Desirable
- Experience in and understanding of monitoring, evaluation, and learning;
- Knowledge of or work experience in international development, social work, child health, education, law or children’s rights;
- Experience in writing grant proposals, press releases, and fundraising letters
- Experience of working with state institutions and international NGOs.
