BACKGROUND INFORMATION
Internews in Moldova is managing a variety of programs funded by USAID, the UK, SIDA, the US Embassy and the Kingdom of the Netherlands Ministry of Foreign Affairs and EU. The projects aim to promote the development of an independent, professional media in Moldova that gives citizens access to a variety of perspectives and create a media sector that is more resilient to political and financial pressures. These projects will strengthen the ability of independent media to fulfill its role as a watchdog over the government and serve as space for citizens to engage in public policy dialogue. On the other side, targeted media literacy activities in the country will build consumer understanding of and demand for independent, reliable, and high-quality news and information. Moreover, Internews focuses on the legal enabling environment to reinforce existing protections for freedom of speech, facilitate better implementation of laws, and advocate for media sector regulation in accordance with international norms.
POSITION DESCRIPTION:
The Grants Specialist (GS) performs pre- and post-awards administrative duties related to the management of grants. She/he also facilitates communication and assists with administrative duties. The job’s purpose is to support the project management team and contribute to the effective delivery of the project’s goals. The Grants Specialist will be primarily responsible for the development of grant budgets, implementation plans, and grant agreements, working under the supervision of the Chief of Party (COP). The GS will serve as grantees’ primary point of contact for review of deliverables and closeout of grants. The GS will also support grantees in the development of budgets and implementation plans, review deliverables, and ensure compliance with donors regulations.
DUTIES AND RESPONSIBILITIES
Tasks include, but are not limited to:
- Work directly with counterparts at Internews in Washington DC and UK offices to ensure a smooth flow of sub-grant requests and documentation.
- Manage Internews Field Grant facility.
- Maintain regular contacts with Internews sub-grantees with respect to implementation of projects.
- Responsible for developing, translating and updating grant agreements (after consultations with Home Office counterparts).
- Consult Internews partners on all types of reporting. Ensure the reports are submitted by sub-grantees on a timely basis.
- Identifies, visits, follows up, monitors, and evaluates funded projects.
- Responsible for maintaining sub-grant agreement and reporting files.
- Consult Internews partners on all types of reporting. Ensure the narrative and finance reports are submitted by sub-grantees on a timely basis.
- Provide technical assistance, communications and training support to the grantees.
- Keep Chief of Party (COP) and Deputy COP informed of all challenges, issues and successes of sub-grantees.
- Support the Monitoring and Evaluation (M&E) Specialist with data collection, as needed, and with contributions to the final evaluation reports.
Contribute to development of RFAs and other grant-making or solicitation documentation. - Work closely with the finance staff to ensure that Internews, donors and local regulations are observed in sub-grantee grant execution.
- Represent Internews at external meetings if assigned by management.
- Assists COP in preparing reports, projections, implementation plans, etc.
- Other tasks as assigned by Internews management.
REQUIRED SKILLS AND QUALIFICATIONS
- At least 3 years of experience with grants programs, design and management is obligated.
- Experience working on EU, USAID, or other donor-funded projects in Moldova is an advantage.
- Bachelor’s degree or its international equivalent. Master’s degree is an advantage.
- Good understanding of processes, policies, and procedures required for supporting an organization.
- Ability to work professionally as part of a team, meet deadlines, communicate effectively, and deal with diverse partners in challenging environments.
- Demonstrated personal and professional integrity.
- Proficiency in MS Office Suite (Word and Excel, PowerPoint, Outlook).
- Excellent people skills, cultural sensitivity, ability to work well under pressure, negotiate, and work well in a multicultural work environment. Very good attention to detail.
- Knowledge of English, Romanian and Russian languages.
