Monitoring, Evaluation and Learning Manager (USAID Moldova Future Technologies Activity)
The USAID Future Technologies Activity (FTA), implemented by Chemonics International, seeks a full-time, long-term Monitoring, Evaluation and Learning Manager.
The Future Technologies Activity (FTA) continues USAID's legacy of sector competitiveness programming, building on lessons learned and adaptations, relationships, and local partner trust achieved by previous programs over the past 15 years. Building on previous successes in facilitating the development of various local partners, FTA uses global market systems framework to continue to build capacity for sustainable, systemic progress while applying best practices to new partners and sectors. FTA co-creates systemic interventions with Moldovan partners to transform selected sectors by applying new technologies, promoting innovation, and integrating with global markets. FTA works in the following sectors: light manufacturing, information and communication technology (ICT), precision engineering, creative industries, and digital media.
POSITION DESCRIPTION
The Monitoring, Evaluation and Learning Manager is responsible for managing the monitoring, evaluation, and learning (MEL) system for FTA: managing data to inform decision-making; building capacity of partners and counterparts to conduct annual self-evaluations of activities, implementation, and growth; capturing technical progress, results, collaborating, learning, and adapting efforts, and success stories; and leading quality assurance efforts.
MAIN DUTIES AND RESPONSIBILITIES
- Responsible for ensuring the overall design and execution of the FTA MEL plan by ensuring the quality of the project's monitoring & evaluation (M&E) systems and appropriate data capture
- Efficiently tracks, reports, and updates objectives, activities, indicators, and results over the project's implementation period
- Stays up to date on USAID M&E policies and regulations
- Conduct internal data quality assessments (DQA)
- Work with FTA technical teams to design and refine data collection tools and instruments, including tools for reporting to project leadership
- Generate analysis to inform annual work plans, as well as the development and maintenance of the activity monitoring, evaluation, and learning plan (AMELP) tailored to the objectives of the project
- Contributes to regular data analysis and impact assessments on program and activity levels
- Develops a system to capture and disseminate knowledge and lessons learned within the project and among project partners
- Maintains and updates DevResults or other MEL system and inputs data as required and requested to USAID's Development Information Solution System
- Designs data collection tools that allow for quantitative and qualitative analysis
- Work with project leadership to design and lead internal and external collaborating, learning, and adapting sessions with project staff, donor representatives, and project counterparts
- Ensures timely and consistent data compilation
- Monitor activity development, implementation on an activity-by-activity basis
- Trains and assists program staff and grantees (as required) on data collection, field research, MEL systems, and MEL report preparation to ensure reports capture results and impact
- Oversees intervention and activity level collaboration, learning, and adaptation and contributes to activity reporting and annual planning
- Contributes to project communications including success stories, newsletters, reports, lessons learned, and best practices documents
- Assists in drafting impact and results summaries for grants reporting and other reporting as needed
- Performs other duties as necessary or assigned
- Oversees other MEL professional team members as required
REQUIRED EXPERIENCE & QUALIFICATIONS
- A minimum of three years of experience managing MEL functions of USAID-funded humanitarian/development projects is required
- Developing and overseeing MEL systems of complex development programs
- Managing project advisors to ensure consistent data collection methods and high data quality
- Overseeing performance reporting to client with both narrative and performance indicator components
- Leading programmatic reviews (including data analysis to understand performance and quality trends) to assist the Chief of Party and the project senior management team with making evidence-based decisions/adjustments to the project, as needed
- Capacity strengthening of implementing partners, including conducting in-depth field visits and internal DQA exercises, to assure consistent data collection methods and high data reliability
- Development, implementation, and management of complex database systems
- Ability to engage partners and other stakeholders in a participatory manner to ensure learning and continuous improvement
- Advanced degree in monitoring and evaluation, statistics, or relevant area
- Demonstrated experience working effectively with various industry stakeholders including the private sector, academia, the Government of Moldova, donors, and others
- Fluency in Romanian and proficiency in English preferred with excellent oral and written communication skills
- Demonstrated leadership, versatility, proactiveness, growth mindset, and integrity
LEVEL OF EFFORT & PERIOD OF PERFORMANCE
This is full-time position. We intend to engage the successful candidate in a one-year contract (approximately December 2024 – November 2025), to be extended based on performance and project needs/focus.
PLACE OF PERFORMANCE
The consultant will perform their duties at FTA’s office in Chisinau, Moldova.
