IDLO in Moldova
IDLO has been contributing to enhancing the rule of law and improving the investment climate in Moldova since 2018. Its projects cover three strategic objectives under the IDLO Strategic Plan 2021-2024: (i) Making Laws and Institutions Work for People, (ii) Reducing the Justice Gap for Women and Girls; and (iii) Promoting Inclusive Economic Development. Through its programming, IDLO works in close cooperation with the Government of Moldova, academia, civil society, and the international community in the areas of corruption prevention, increasing accountability and transparency, enabling equitable digital innovation, and commercial and economic laws.
THE POSITION
The Communications Associate will report directly to the Programme Lead. The Communications Associate will work across IDLO Moldova's programme portfolio in close coordination with the IDLO Moldova Finance and Administration Manager, Programme Coordinators, and IDLO headquarters.
The Communications Associate will perform general public outreach and communications duties related to IDLO’s programmatic work in Moldova and coordinate the design and implementation of public legal awareness activities and campaigns planned as part of the projects. This will include, but will not be limited to, public outreach, communications, and diverse stakeholder engagement both on- and off-line via the most appropriate channels. An understanding of and ability to identify and prioritize key target audiences, develop the corresponding strategies for reaching them, and cultivate engagement with them will be key to success in this position. The incumbent will also assist in the implementation of the programme activities, including providing training, travel, and logistics support.
Specific duties shall include:
- Coordinate the development of communication materials on programme activities in the country, produce written and multimedia content on IDLO activities in Moldova for the IDLO website, social media and other relevant platforms;
- Collaborate with the HQ communication team to plan a calendar of activities to enhance visibility and promote programme achievements and activities.
- Develop broad grass-roots engagement and coordination strategies with key national and international stakeholders, incorporating innovative outreach methods (on and offline) to reach identified target audiences;
- Work in close partnership with project stakeholders and regularly liaise with justice sector actors, government institutions, local government, civil society, media, academia, the private sector, and the general public;
- Coordinate public legal awareness activities of programmes with partners and target audiences;
- Develop, implement, and maintain communication management and strategic planning tools;
- Produce and edit key communications and branding materials to be utilized as part of campaign activities and advise and support IDLO Moldova team members on preparing such communications;
- Set goals and targets for public legal awareness activities and monitor and evaluate impact;
- Respond to requests for information from different IDLO departments at HQ;
- Assist in project management, work plan development, reporting, and monitoring functions.
- Perform additional duties pertaining to the above as needed and support the IDLO Moldova office with training and workshop coordination, travel management, monitoring and data collection, etc., as assigned by the IDLO Programme Lead.
Job Requirements
Education and Work Experience
- University degree in Communications, External Relations, Public Relations, Public Policy, International Relations, Political Science, or a similar field. If the latter, a concentration in communications and/or media is preferred.
- At least three years of professional experience in communications, public outreach, public relations, external relations, or related experience is required.
- Demonstrated experience designing and successfully executing online and offline public legal awareness activities and engagement strategies to guarantee bottom-up legal empowerment and promote dialogue with and between multiple stakeholders, such as community-based groups, civil society, the public, media, academia, and the government.
- Demonstrated experience in coordination functions of development projects and programmes.
Languages
- Full professional competence in English and Romanian is required.
Specific knowledge, skills, and competencies
- Excellent oral and written communication skills;
- Proficiency with multi-media communications, including photography, videography and social media;
- Ability to develop infographics and data-centric communications materials desirable;
- Ability to engage and grow a broad network of target audiences;
- Ability to think creatively and engage in innovative approaches to public outreach and communications;
- Diplomatic demeanor and ability to gain the trust of and work effectively with community-based groups, civil society as well and public sector agencies;
- Sound organizational and planning skills;
- Ability and willingness to travel within the country, if necessary;
- Keen sense of ethics, integrity, and commitment to IDLO’s mandate. Self-motivated and dynamic with a willingness and ability to use initiative to assist the organization in achieving its objectives.
Terms & Conditions
For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and funding availability.
In addition, IDLO shall offer a yearly basic salary of USD 19,000, medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules.
This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
