Background:
Under the overall supervision of Chief, Fund Administration Unit, and in co-ordination with the Department of Human Resources in the Secretariat, the incumbent manages human resources administration, recruitment and training-related matters to all mission members (approx. 60 staff).
Tasks and Responsibilities:
Human resources administration:
1. Advises mission members and interprets the OSCE Staff Regulations and Rules and ensures their correct and consistent application;
2. Supervises Administrative Assistant and Archives/Records Assistant;
3. Supervises IRMA HR data entry, administration of contracts, including Special Service Agreements (SSAs), maintenance of leave and overtime records as well as personnel files;
4. Ensures new employees are briefed on terms and conditions of appointment;
5. Reviews payroll data through the various IRMA HR payroll reports;
6. Verifies overtime records and confirms overtime report for the payroll;
7. Approves home leave entitlements;
8. Initiates Talent Management, Probationary Period and Step increment Reports;
9. Certifies on behalf of the OSCE, Provident Fund enrolment, changes of voluntary contributions and separation for the national staff;
10. Ensures adherence to the end-of-service clearance procedure for departing staff and checks whether all matters have been set prior to endorsing the clearance;
11. Analyses and proposes solutions in resolving HR issues, including related to performance and code of conduct, and suggests capacity-building actions (training of the staff, updating of the job description, reassignment or other relevant actions);
12. Issues internal guidelines and circulars related to HR procedures to expedite adherence to the OSCE Staff Regulations and Rules.
Post table and job descriptions:
1. In co-ordination with Programme Heads and/or DHoM and HoM, prepares or updates the Post Table and creates the Mission’s staffing costs using the position transaction in IRMA system;
2. Reports changes of post table such as re-title, upgrade, re-classification, new post, deletion of post, conversion to full/half time;
3. Reviews and assists in improving the drafting of job descriptions (JDs) prepared by managers, compares them with organizational charts and other JDs;
4. Supervises filing system of national job descriptions in their personnel file; periodically reviews job descriptions for accuracy.
Recruitment:
1. Co-ordinates recruitment for international and national posts, consultancies and internship opportunities, ensuring that positions are filled on the basis of non-discrimination, gender equality and with the most suitable candidates;
2. Ensures timely and efficient filing of vacancies, ascertaining that the position vacancy is included in the Mission’s post table;
3. Approves the final draft of the vacancy notices for advertisement;
4. For international posts, assists Programme Heads and/or DHoM and HoM in drafting vacancy notices in accordance with REACT matrix;
5. Establishes a system for screening applications and screens applications, assessing the applicants’ qualifications in the light of the requirements of the post, educational background and previous employment history;
6. Attends interviews as ex-officio member of the selection board to ensure transparency and fairness of the selection process;
7. Compiles the interview board report and has it signed by the selection board;
8. Liaises on behalf of the Mission with the DHR/Secretariat on recruitment for international positions and on any recruitment action requiring exceptions or waivers.
Learning and development:
1. Prepares the Mission’s annual learning and development plan;
2. Supervises training schedules and implementation of the training plan;
3. Supervises in-house training courses for staff;
4. Manages the Mission’s induction programme.

Necessary Qualifications:
- Secondary education supplemented by formal training in Human Resources Management, Public or Business Administration or a related field;
- Minimum six years of professional experience in the field of human resources, preferably with an international organization;
- Previous experience in supervision of staff or in people management;
- Established experience in at least one of the following: personnel administration, job and organizational design, recruitment, training;
- Computer literate with practical experience with Microsoft software packages;
- Knowledge of an ERP system and experience in HR quality assurance would be an asset;
- Ability to work with people of different nationalities, religious and cultural backgrounds;
- Excellent written and verbal communication skills in English, Romanian and Russian language.
Remuneration Package:
Monthly remuneration, subject to social security deduction is EUR 1409*. OSCE salaries are exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
*Salary Scale is valid until 31 December 2024. Further extensions will be subject to the availability of funds.
