PROJECT BACKGROUND:

Independent Countering Disinformation Centre (ICDC) is a civil society platform aimed at supporting counter disinformation efforts in the Republic of Moldova and building resilience to malign influences. ICDC was established in 2023 as part of the Countering Disinformation in Moldova (CDM) project implemented by the Institute for War and Peace Reporting (IWPR) and its local partners.

 

The Centre is designed to support efforts to identify and counter externally driven attempts to influence the population against its democratic interests. The ICDC brings together civil society actors, independent media and academic institutions from different parts of the country, and it encourages their collaboration and joint efforts aimed at strengthening the resilience of the Republic of Moldova to disinformation and malign influences.

SUMMARY:

The Project Administrator will play a crucial role in managing the daily operations of the Centre. This individual will have a strong background in communications and will also be responsible for managing the Centre’s website and social media presence. The Project Administrator will ensure that the Centre’s message is clearly communicated across all platforms and will engage with the public to foster a well-informed community.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Operational Management

  • Participate in day-to-day operations of the ICDC;
  • Ensure compliance with internal policies and external regulations;
  • Manage the Project Manager's budget and financial operations in collaboration with the Project Manager.

2. Communications

  • Support implementation of the ICDC’s communication strategy;
  • Draft press releases, newsletters, and other communication materials and publish it on ICDC website;
  • Maintain relationships with media outlets and other stakeholders;
  • Organize press conferences, workshops, and public events to promote the ICDC’s activities.

3. Social Media Management

  • Manage the ICDC’s social media accounts, including content creation, scheduling, and engagement;
  • Monitor social media channels for disinformation trends and report findings to the analysis team;
  • Respond to public inquiries and comments on social media in a timely and professional manner.

4. Monitoring and Reporting

  • Track the performance of communication and social media activities through analytics tools.
  • Prepare regular reports on the impact and reach of the ICDC’s communications.
  • Provide insights and recommendations to improve the effectiveness of the ICDC’s communication efforts

5. Stakeholder Engagement

  • Build and maintain partnerships with local and international organizations, government bodies, and civil society groups;
  • Together with ICDC Manager represent the Centre at meetings, conferences, and other events, as needed.

6. Capacity Building

  • Stay updated on the latest trends and tools in communication and social media management;
  • Recommend capacity building activities to ICDC Manager that will improve the skills and capacity of ICDC members and partners.

EDUCATION and/or EXPERIENCE REQUIREMENTS:

  • Master’s degree in Communications, Public Relations, Journalism, International Relations or a related field;
  • At minimum of 3 year's experience in a communications role, preferably in an NGO or international organisation;
  • Proven experience managing social media platforms and creating engaging content;
  • Experience with administrative work in an international NGO is an asset. 

Skills and Abilities:

  • Strong understanding of disinformation and media literacy issues;
  • Excellent written and verbal communication skills in Romanian and English. Knowledge of Russian is an asset;
  • Strong organizational and multitasking skills;
  • Ability to work independently and as part of a team;
  • Proficiency in using social media management tools and analytics platforms;
  • Experience with administrative work in an international NGO is an asset.
