GIZ - Economic Analyst



The German Development Cooperation (GIZ) is looking for an Economic Analyst  to join the Energy Efficiency and Renewable Energy team in Chisinau. The project component is financed by the Norwegian Agency for Development Cooperation (Norad).

This position is planned to start in October 2024 and last for a 12-month period with the possibility to be extended, based on a successful employment period and project extension.

The Economic Analyst will be responsible for conducting in-depth economic analysis of energy market, focusing on the costs, benefits, and long-term impacts of energy efficiency and renewable energy projects in the residential building sector and district heating, analyzing the economic implications of existing and proposed energy policies, including regulations, subsidies, and incentive schemes, and performing cost-benefit analyses and evaluation of the economic feasibility for energy projects, with a focus on renewable energy and energy efficiency measures considering capital costs, operating expenses, potential revenues, and risk factors. 

The permanent workplace for this position is in Chisinau. The overall responsibilities covered by this position are as follows:

  • providing expert economic analysis on energy markets and project viability, particularly in the energy efficiency (EE) and renewable energy (RE) sectors.
  • conducting comprehensive assessments of energy policies and regulations, advising on frameworks that promote sustainable energy practices.
  • evaluating the economic and financial performance of energy projects, developing strategies to optimize returns while mitigating risks.
  • supporting the preparation of economic models, cost-benefit analyses, and policy impact assessments for energy initiatives.
  • offering insights into the economic impacts of external factors, including technological advancements, on the energy sector.
  • monitoring the economic aspects of energy projects, ensuring alignment with financial and sustainability goals.
  • delivering training and capacity-building activities for national partners on energy economics and market analysis.
  • designing, preparing, and implementing workshops and events related to energy economics at the national level.
  • identifying relevant new stakeholders and potential partners who can contribute to the development of energy policies and projects.
  • researching/compiling relevant information to be shared with the main stakeholders of the project
  • ensuring the fruitful exchange between the project and its cooperation partners
  • supporting cooperation, regular contact and dialogue between the project partners, relevant organisations, non-governmental and industry stakeholders in the project environment
  • ensuring that all project activities are embedded in the overall energy and further activities of GIZ Moldova
  • ensuring project communication both GIZ internally and externally
  • developing strategies and concepts, including guidelines, manuals and procedures related to economics in the EE/RE sector
  • drawing up reports and presentation documents, including good practice cases
  • preparing appropriate input for various project reports including annual reports and outreach material
  • assisting with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • coordinating relevant project activities at national level in consultation with the component leader and in cooperation with the partners
  • coordinating external international/national consultants, including preparation of terms of reference, contract negotiations, communication with GIZ procurement unit, as well as deliverables of consultants, quality assurance and internal/external reporting

Required qualifications:

  • Master’s degree in energy, business, economics, or related field
  • Recognized expertise and work experience in energy, economics
  • Sound knowledge of Moldovan energy sector and economic aspects
  • Solid knowledge on RE (technologies, policies, frameworks) and EE in buildings
  • Expertise related to the banking/finance sector in Moldova is considered an asset
  • First-hand experience with governmental entities is considered an asset
  • At least 5 years professional experience related to energy and/or economics, preferably in RE/EE sector
  • Language skills: Native Romanian and excellent English (both spoken and written); knowledge of German an asset
  • Strong work ethics and sense of responsibility.
  • Organizational and project management skills.
  • Very good communication skills and commitment to teamwork
  • Ability to provide substantive, clear and concise contributions to knowledge products
  • Excellent knowledge of ICT technologies and computer applications (e.g. MS Office)
  • Willingness to upskill as required by tasks to be performed – corresponding measures are agreed with management
  • Skills in defining problems, collecting data and processing information
  • Ability to organize, to work independently and to meet deadlines
  • Ability to transmit knowledge in a user-oriented way
  • Results oriented performance
  • Willingness to travel (locally and abroad) occasionally
  • Moldovan citizenship or holding permanent resident status in Moldova
