SKAT Moldova Foundation is hiring a Procurement Officer (part-time) 



Vacancy: Procurement Officer (part-time) 

Fundația Centrul Moldo-Elvețian pentru Cooperare SKAT ("SKAT Moldova") is the implementing entity in the Republic of Moldova for donor-funded projects of SKAT Consulting Ltd., a Swiss consulting firm. 

Currently, SKAT Moldova manages several large projects aimed at local government reform (Swiss-financed) and Water and Sanitation Services in rural areas (Austrian-financed). Additionally, there are two smaller contracts (related to one of the large projects) in the fields of Energy Efficiency and Water Supply in rural areas.  

SKAT Moldova is looking to recruit an additional Procurement Officer (part-time) to strengthen oversight and implementation of procurement procedures in its projects. The position will work closely with the team of Procurement and Operations Managers in place and reports to the respective project coordinator  (Team Leader) based in Moldova. Due to limited funding the position is a part-time position (50 ... 80%) and can be implemented as a part-time employment or as a service contract.  

Tasks and Responsibilities: 

  • Preparation, implementation and accurate documentation of procurement procedures implemented by the project with donor funds, which includes for example the public tendering and evaluation of offers for goods, services and works to be procured.  
  • Oversight and control of the preparation, implementation and accurate documentation of procurement procedures implemented by project partners (local public administrations, other public agencies at local level, public organisations [NGO, CSO]) 
  • Provide training and capacity building support to project partners to improve their procurement processes and compliance.  
  • Contract management of on-going contracts, ensure contractual obligations are met and deal with compliance issues that arise.  
  • Ensure full compliance of procurement processes with donor and internal requirements, preparing and supporting external audits and reviews.
  • Consulting local and international project staff in questions of public procurement and procurement according to donor requirements.   

Requirements:  

  • Relevant higher education (law or public administration); 
  • At least 5 years of relevant professional experience; 
  • First-hand experience in public procurement in a public agency at national, regional or local level, 
  • First-hand experience in procurement in a donor-financed project or NGO 
  • Fluent Romanian language skills 
  • Good English language skills will be a significant advantage; 
  • Accuracy and attention to detail, Problem-solver attitude, integrity and willingness to accept responsibility;
