GIZ - Senior Financing Advisor



The German Development Cooperation (GIZ) is looking for a Senior Financing Advisor with expertise in financial mechanisms of International Financial Institutions (IFI’s) to join the Energy Efficiency and Renewable Energy team in Chisinau. The project component of the FELICITY II Eastern Partnership and Central Asia Program is financed by International Climate Initiative (IKI) of the German Federal Ministry for Economic Affairs and Climate Action (BMWK) and jointly implemented with the European Investment Bank (EIB).

Based on the anticipated commission this position is planned to start as soon as possible and last for a 12-month period with the possibility to be extended, based on a successful employment period and project extension. The Senior Financing Advisor will be in charge of advising the Ministry of Energy of the Republic of Moldova and other stakeholders on financial engineering, analysis and designs related to banking products, incentives schemes and financial mechanisms for fostering energy efficiency and renewable energies in Moldova, supporting the Ministry of Energy (MoE) and the National Center for Sustainable Energy (CNED) in managing existing financial products and projects launched by international and national banks, supporting the MoE in actively steering interventions of financial institutions in the Moldovan building sector, supporting the Ministry of Energy in the process of promoting and ratification of the grant agreements and loan agreements with IFIs; providing policy advice to the Ministry in the field of energy efficiency and renewable energy and other stakeholders and contributing to the development of investment plans, programs, and pipelines.

 The permanent workplace for this position is in Chisinau. This position is embedded in the Ministry of Energy, with a workplace for the advisor provided in the MoE building. The overall responsibilities covered by this position are as follows:

  • The advisor integrates in MoE’s structure as embedded expert, and supports MoE in managing financial products and mechanisms in the energy efficiency sector,
  • delivers first-hand knowledge and expertise / ad-hoc advice in energy efficiency issues, focusing on enhancing mutual understanding between Moldovan partners and IFIs and strengthening MoE’s capacity to steer the implementation of the energy efficiency (EE) financing agenda. To do so, the advisor develops demand-based advisory products for financing EE, inter alia on IFIs processes, needs and project cycle and facilitates matchmaking with priorities of the Moldovan government,
  • drafting the minutes of the meeting between Ministry of Energy and the IFIs and/or development partners;
  • supporting the Ministry of Energy in the process of promoting and ratification of the grant agreements and loan agreements with the IFIs (World Bank, EBRD, EIB, GiZ. etc);
  • assisting the Ministry of Energy in drafting and promoting of the energy management information subsystem;
  • assisting the Ministry of Energy in drafting and promoting of the subsystem on monitoring and verification of the energy savings;
  • develops financing models for energy efficiency in the context of the Energy Information Management System (EMIS) database, further enhancing it as a ready-to-use-project pipeline for public buildings to work with IFIs and donors,
  • where suitable, in synergy with the GIZ team, delivers orientation to national partners in the application and complementarity of renewable energy solutions in Moldova,
  • assists and monitors the development and implementation of project plans and activities in close consultation with political and implementation partners,
  • designs, prepares and implements workshops, capacity development and other events on issues connected with the project’s work plan in the field of Energy Efficiency on the national level,
  • identifies capacity development needs and develops strategies to address them,
  • in synergy with GIZ team, identifies relevant new stakeholders that can enrich the energy efficiency knowledge building process with emphasis on financing.
  • Contribute to knowledge management and exchange: research/compiles relevant information to be shared with the main stakeholders of the project, particularly leveraging the partnership with EIB, ensures the fruitful exchange between the GIZ projects and their cooperation partners, supports cooperation, regular contact and dialogue between the project partners, relevant organisations and non-governmental stakeholders in the project environment.
  • ensures that all project activities are embedded in the overall energy, climate action and further related activities of GIZ Moldova, ensure project communication both GIZ internally and externally, develops strategies and technical concepts, including guidelines, manuals and procedures, draws up reports and presentation documents, including good practice cases internationally, prepares appropriate input for various project reports including annual reports and outreach material
  • Coordination: aligns with MoE needs, assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation, coordinates relevant project activities at national level in consultation with GIZ management and in cooperation with the partners, coordinates external consultants, including preparation of terms of reference, contract negotiations, communication with GIZ procurement unit, as well as deliverables of consultants, quality assurance and internal/external reporting

Required qualifications:

  • Master degree in economics, engineering (energy, construction) or a similar field
  • Recognized expertise and work experience on financing, financial engineering, fund management, and project finance. Financing of energy technologies and policies is an asset.
  • Very good knowledge of international and national financial institutions and their products in Moldova.
  • At least 5 years professional experience related to international financing in the energy sector, preferably energy efficiency, or professional experience in working with IFIs or within IFIs (e.g. EIB, EBRD, KFW, AFD, Worldbank).
  • Sound basic knowledge on energy efficiency (technologies, policies, frameworks). Renewable energy expertise is an asset.
  • Very good understanding of Moldovan governance structures, especially related to the energy sector. First-hand experience with governmental entities is considered an asset.
  • Language skills: Native Romanian and excellent English (both spoken and written); knowledge of German is an asset.
  • Strong work ethics and sense of responsibility.
  • Organizational and project management skills.
  • Very good communication skills and commitment to teamwork.
  • Ability to communicate and advise considerately in a politically sensitive environment and on high-level.
  • Ability to provide substantive, clear and concise contributions to knowledge products.
  • Excellent knowledge of ICT technologies and computer applications (e.g. MS Office)
  • Willingness to upskill as required by tasks to be performed – corresponding measures are agreed with management.
  • Skills in defining problems, collecting data and processing information.
  • Ability to organize, to work independently and to meet deadlines.
  • Ability to transmit knowledge in a user-oriented way.
  • Results oriented performance.

  • Moldovan citizenship or holding permanent resident status in Moldova.
