Project Overview

Under the Supporting Moldovan Anti-Corruption Advisory Committee (CCIA) project, the project team aims to strengthen the capacity for more inclusive and accountable governance in Moldova. IDLO ensures the timely contracting of the experts embedded in the newly established Independent Anti-Corruption Advisory Committee (CCIA) and provides the expert team with coordination, communications, and logistical support, particularly for sector-specific corruption risk assessments and the formulation of targeted policy recommendations. IDLO also ensures the regular maintenance of the CCIA Secretariat premises and equipment and provides logistical support to the Secretariat.

Description of assignment

In June 2021, President Maia Sandu issued a decree providing the legal basis for the establishment of the Independent Anti-Corruption Advisory Committee, known by its acronym in the Romanian language, CCIA (“Comitetul Consultativ Independent Anticoruptie”). Its main purposes are to analyse systemic and other issues of corruption within and across Moldovan institutions; strengthen the general and specific understanding of corruption issues; assess the implementation of anti-corruption efforts, providing recommendations on improving the effectiveness and efficiency of such activities in Moldova; and follow up with regular periodicity on its recommendations, to see what progress has been made.

The Communication Officer will be responsible for the components of the communication activities linked to the launch of CCIA products – reports on the research topics and progress reports on the implementation of recommendations provided in the previously launched reports (PR). He/she will design of communication activities and visibility opportunities for each project component and will proactively support the CCIA Secretariat in all public relations matters and organising online/public events. The Officer will play a leading role in promoting, managing and monitoring CCIA’s online presence on a wide range of platforms (DIGITOOL, social media).  The incumbent will also draft materials to be uploaded on the CCIA website, etc., and guide wider digital editorial processes.

Reporting to the Manager of the CCIA secretariat, communication officer’s key tasks may include, but are not limited to, the following:

  • Promote actively the overall visibility of the CCIA in Moldova and abroad related to the products/reports to be launched;
  • Manage social media platforms of the CCIA, draft materials for the webpage, track media coverage and identify new channels of communication with the relevant stakeholders and public;
  • Contribute to organising public events, such as round tables, press conferences regarding launching or releasing CCIA products (two research reports – report #4 and report #5 and three PR - recommendations provided in reports # 1, 2, and 3);
  • Prepare press advisories, releases and other communications materials for media and public consumption;
  • Develop presentations in the multimedia format/infographics of the reports and PRs and ensure their dissemination to CCIA stakeholders, such as donors, the Moldova government (all branches), local and international media, NGOs and the public;
  • Ensure the public relations for CCIA’s events related to any/all report launches; coordinate and ensure public media appearances of CCIA representatives for each report and maximize the impact of CCIA reports, for example, by wide dissemination of such work products;
  • Undertake any other related tasks on an ad-hoc basis.

The Communication Officer will prepare a work plan for him/herself for the upcoming launch events of two CCIA reports and the release of three PRs. He/she will be responsible thereafter for the execution of the personal work plan according to agreed work plan milestones, under the supervision of the Manager of the CCIA secretariat. His/her performance will be evaluated by the Manager of the CCIA secretariat in consultation with the CCIA Co-chairs.

Expected outputs

  • Complete execution of the work plan, as above, to the highest standard of performance, as evaluated by the supervisor, in consultation with the CCIA co-chairs.
  • Final report from the assignment.

Requested qualifications

  • University degree in journalism, public relations, communication and marketing or another relevant field;
  • Experience in graphic design/media software, video editing and photography;
  • Experience in managing website content, preparing press releases, etc.;
  • Excellent knowledge of the mass media environment in Moldova;
  • Experience in working with the law related institutions/organisations or a good knowledge of the justice/anti-corruption sector in Moldova will constitute an advantage;
  • Good organizational skills and ability to analyse information;
  • Excellent communication skills;
  • Proven report writing skills;
  • Computer literacy;
  • Fluency in Romanian and English, speaking, writing, understanding and reading; knowledge of Russian is a plus;
  • Confidentiality, responsibility and professionalism at all times are essential for this position.

General professional experience

  • At least 5 years of relevant general professional experience in journalism, public relations, communications, marketing or another relevant field.

Logistics and timing

Place of work: Chisinau, Republic of Moldova

Duration of the Contract: Up to ten days per month, a maximum of 40 working days, in the period 1 August – 30 November 2024 (part time).

Reporting

  • Reporting language will be English.
  • Incumbent will be supervised by the Manager of the CCIA secretariat.
  • Submission and approval of deliverables by the Manager of the CCIA secretariat.

Monthly timesheets, approved by the Manager of the CCIA secretariat, submitted to the project implementation agency (IDLO).
