Position: Community Based Protection Team Leader
Duty Station: Chisinau

Short-time contract till 31.12.2024

Full-time (40 h/week) contract

Salary level: 28 649,00 gross

INTERSOS is a humanitarian organization working on the protection of Ukrainian refugee at Chisinau and other Regions around the country.

All INTERSOS employees are expected to perform their roles and responsibilities according to the INTERSOS charter of values, code of ethics, PSEA and Child Protection policies.

Main Purpose

Under the direct supervision of the Protection Activity Officer, Community-Based Protection Team Leader is responsible to lead the protection team and activities across projects, including close monitoring and follow-up of activities, gathering of data, in their assigned duty station/locations. The position will play a crucial role in identifying and liaising with community leaders, grassroots and civil society organisations to facilitate community-based protection activities. They will be responsible for supervision of outreach workers, case-workers, psychologists, and community-based volunteers. 

Tasks

• Plan, coordinate, supervise and manage community-based protection activities and in adherence to INTERSOS community-based protection guidelines, ensuring the step-by-step process is implemented according to its principles;
• Overview of planning, implementation, monitoring and evaluation of INTERSOS community-based protection activities in compliance with standards, tools and localization principles;
• Including the development of local-level work plans and activity schedules, and ensuring activity materials are planned for;
• Facilitate the organisation of participatory assessment tools (ie community mapping exercises, FGDs, KIIs, etc.) in the community, in line with INTERSOS community-based protection guidelines;
• Participate in the recruitment of outreach workers and volunteers;
• Build capacity of the outreach workers and volunteers on core protection principles and standards, and provide feedback on staff performance and areas for growth and professional development;
• Fill the monthly HR matrix (i.e. absences, leaves, permits) of supervised staff;
• Provide supervision, technical guidance and support to outreach workers and volunteers in the planning and implementation of participatory community activities and in the communication with communities;
• Contribute to development of capacity building material or organisation of capacity-building in coordination with Protection Project Referent and local branches of NGOs, as needed and requested by communities;
• Support in the development of Awareness material based on topics identified through Protection Risk Analysis done with the community;
• Review data and information collected during the implementation of community-based protection activities and submit weekly, monthly reports;
• Contribute to the identification and mapping of existing community groups and CBOs and support the Project Activity Officer and Protection Project Referent in identifying the most suitable partnerships;
• Collaborate to good relationships with partner CBOs and be responsible for their capacity building;
• Serve as Focal point for CBOs and Community groups/ Committees on Community Led Initiatives in the local area and overview the initiatives are delivered in accordance with the Protection principles and internal SOPs;
• Provide regular technical feedback to the Protection Technical Referent, highlighting on gaps, challenges, best practices and lessons learned of community-based protection activities to inform programming;
• Conduct regular field monitoring of activities within communities, overviewing process is in line with agreed community partnerships;
• Ensure psychologists, outreach workers, and volunteers are aware of local-level service mappings and referral pathways and support referrals to specialised services. Ensure that referrals are being tracked in the Referral Databases;
• Proactively participate in relevant local-level working groups meetings related to community-based protection and promote INTERSOS positioning and values on working with communities on protection;
• Overview the respect of the feedback mechanisms with communities, ensuring participation and inclusion of all groups;
• Ensure outreach workers/volunteers are trained on Safeguarding, PSEA and conduct regular refresher trainings as needed.

Requirements

• Education:

- University degree in Psychology, Social Sciences, Social Work, and/or any field related to Community Development Competencies: (Knowledge, Skills & Abilities);

- Minimum 2 years of relevant working experience in the implementation of humanitarian protection activities;

- Clear understanding of localization principles and approach, do no harm and community ownership;

- Excellent reporting and writing skills;

- Sound and proven understanding of applying protection principles and standards;

- Demonstrated knowledge and commitment to humanitarian principles, gender equity and protection.

• Languages:

- Fluency in written and spoken English desired;

- Working knowledge of Russian and Romanian is required.
