What will you do in this position?
Working for WFP, the incumbent will support the Ministry of Labor and Social Protection (MLSP) of Moldova. The goal of introducing performance management in the social assistance system is to improve its responsiveness, accountability, and cost-effectiveness to deliver better for people. This means that decisions of the MLSP and of the territorial social assistance agencies (ATAS) are aligned with strategic goals and based on robust data and intelligence; performance is embedded in business processes of MLSP and ATAS (policy making, legislation, oversight, methodological support, human resources policies, budgeting, reporting, internal and public communication, and dissemination); and performance information is used to empower staff and enable self-management.

The TiCSP was followed by an Interim Country Strategic Plan (iCSP), with an anticipated duration of up to 2 years (early 2026.)

How can you make a difference?
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
a) Lead the working group on performance management of the reform RESTART; finetune the activity plan of the working group.
b) Align the performance management system with ATAS strategic development strategy and social services investment plans.
c) Assess the results and processes of performance management and adjust the Performance Management Framework accordingly.
d) Incorporate Risk Management monitoring and mitigation protocols within the Performance Management System leveraging the experience of other social assistance programs (e.g. Ajutor Social) and the role of the Social Inspectorate.
e) Leverage and use investments by RESTART in digitalization to improve the efficiencies of Performance Management.
f) Advise the leadership of the ministry on the policies and procedures necessary to advance ATAS and individual performance in alignment with the reform objectives.
g) Participate in working meetings and in donor coordination meetings organized by the MLSP as part of the reform RESTART.
h) Exercise other duties, attributions, and responsibilities in accordance with these Terms of Reference.

Education: A university degree (Master's or Bachelor's) is required for this position.
Experience: With a master's degree, at least 03 years of postgraduate experience in programme management and activities or a bachelor's degree with 05 years of experience in the same field(s).
Language: Fluency in Romanian, Russian and English (read, write and speak).
