JOB DESCRIPTION

The Norwegian Refugee Council (NRC) is working with the Moldovan government and partners on a variety of projects connected to the Ukraine crisis. We’re helping to ensure that Ukrainian refugees have somewhere safe to sleep, that children can go to school, and that families can access social support systems. We are seeking a highly qualified, resilient, dynamic professional to support NRC with the implementation of our country strategy and NRC’s ambition to become a frontline actor in the delivery of services to populations affected by the war in Ukraine. 

  1. Role and responsibilities

The Health, Safety and Security  and Government Liaison Coordinator will support the country office to ensure compliance with NRC HSS minimum standards and in reducing the overall risk on NRC operations across the country. This includes developing and updating HSS strategies, plans, and SOPs, as well as providing HSS mitigation measures for safe and secure program access. The HSS Coordinator is also responsible to coordinate and conduct mandatory and other tailored training courses for the country office and area office.  HSS and Government liaison coordinator is also in charge to represent NRC with local authorities as per delegation of Country director.

Generic responsibilities:  

  1. Implementation of the NRC Health, Safety and Security Risk Management System at national level.
  2. Oversee and/or conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS).
  3. Provide Country Management Group (CMG) with strategic advice based on changes to the context.
  4. Develop and maintain national HSS documents and procedures including strategy and budget, and ensure consistency and accountability of security and safety procedures across the whole country programme.
  5. Oversee and support HSS risk management for staff, assets, operation and reputation of NRC.
  6. Management of security staff at country office.
  7. Support, training, control and development of security staff in all offices.
  8. Prepare reports as required.
  9. Communicate and cooperate with relevant external security actors.
  10. Train and develop staff in safety and security.
  11. Represent NRC with local authorities as per delegation from the Country director.

 Specific responsibilities 

  1. In coordination with the HSS staff in the region, monitor and analyze the context (overall security situation, risks, and most likely scenarios), ensuring reliable security information as basis for informed decision-making. 
  2. Work with management to ensure that the relevant mitigation measures are in place in the field and within our processes to reduce risks to an acceptable level.
  3. Work with management to ensure that all staff give their informed consent based on briefing upon arrival and that updates are regularly shared on security situations. 
  4. Ensure that Duty of Care (DoC) HSS standards are uphold at all times and that corrective measures are implemented when weaknesses are identified in collaboration with HR.
  5. Work with the CMG on emergency preparedness as it pertains to programs, providing oversight and technical support regarding security and emergency evacuations. 
  6. As a key member of the Crisis Management Team, provide sustained   support to operational teams and management during an incident.
  7. Contribute to improve and facilitate humanitarian access for NRC operations across Ukraine by providing technical support on tools and strategies, ensuring capacity building for field staff and supporting AM and program / support staff in managing access related incidents.
  8. Act as HSS Operations Department lead, establishing department objectives, directly managing HSS staff at CO level and ensuring coordination, harmonized systems and regular exchanges across the CO and AO. 
  9. Support Partnership Coordinator in ensuring NRC’s partners have solid HSS management system in place also conducting capacity building activities when relevant.
  10. Facilitate on ongoing culture of learning as it relates to health, safety and security and arrange for ongoing trainings including HEAT, on-site training, etc. in line with NRC policies.
  11. Network, communicate and cooperate with relevant external HSS actors and pursue and develop relationships with a variety of stakeholders to increase and maintain humanitarian access. 
  12. Contribute to NRC’s Risk Management process supporting Risk & Compliance Staff and other Risk Owners in identifying, assessing and managing organizational risks.
  13. Representing NRC in HSS working groups. 
  1. Competencies 

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional competencies 

These are skills, knowledge and experience that are important for effective performance. 

Generic professional competencies: 

  • Minimum 3 years of experience from working as a Security Coordinator in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.
  • Valid driver’s license. 

Context related skills, knowledge and experience:

  • Experience in working with civilian and military interlocutors.
  • Experience in Moldova / Romania is preferable.  
  • Knowledge of English, Romanian & Russian language is mandatory.
