People’s Advocate Office is looking for an international expert to moderate a training on the latest international tools and trends in the field of human rights-based approach that can be involved in the practice of the People's Advocate Office (National Human Rights Institution).
Objective: Conducting a 3 (three) day training with 20 employees of the People's Advocate Office on the latest international tools and trends in the field of human rights-based approach that can be involved in the practice of the People's Advocate Office.
A number of 20 employees (at least 50% women) will be trained on new international trends in the field of human rights and equality.
Potential presentation topics - introduction to HRBA, new methods of involving the community and vulnerable groups in decision-making, new non-discrimination policies (especially sexual and gender), mechanisms to prevent and address hate speech, new trends on protection of human rights in the digital world, new trends in the promotion and protection of women's rights etc.
The training will be moderated by 2 (two) trainers.
The trainers will be:
- national expert - with at least 15 years of experience in the field of Human Rights, who has completed similar courses and who has university experience in teaching human rights;
- international expert with relevant studies in the field, experience of at least 15 years at the international level (activity in the field of human rights within international organizations or abroad of the Republic of Moldova), similar activities carried out in the last 5-7 years.
Profile: The People’s Advocate Office is an institution similar to the European and international institutes of ombudsmen and operates on the basis of Law no. 52/2014 }n the People's Advocate (Ombudsman), with the aim of ensuring respect for the human and child rights and freedoms by public authorities and other legal entities and by decision-makers at all levels.
The mentioned activity will be developed within the Project Strengthening the People's Advocate Office mechanisms for the protection of human rights against retaliation and revenge, implemented by the People's Advocate Office with the support of the Embassy of Finland.
Purpose: The main purpose of the project is to strengthen the protection mechanisms of the People's Advocate Office to act against retaliations, intimidations and violence of people who denounce human rights violations.

Mandatory minimum requirements for applicants:
• Relevant higher studies in the field;• Extensive knowledge in the field of human rights-based approach;• At least 15 years of experience at the international level in the field of human rights (activity in the field of human rights within international organizations or abroad of the Republic of Moldova);• Activities similar to the requested tasks carried out in the last 5-7 years;• Interested candidates can only be individuals;• Digital skills, necessary to perform the tasks;
Personal abilities:
• Responsible, punctual;• Excellent analytical and synthesis skills;• Integrity and ability to manage confidential information;• Teamwork.

Institutional arrangements
The People's Advocate Office will conclude a contract for the provision of services with the expert, according to the conditions indicated in the ToR.In the process of providing the services, the expert will communicate directly with the designated responsible persons from the People's Advocate Office and the People's Advocate.The People's Advocate Office will make the payment after services provision, based on a handover act.
