GENERAL CONTEXT AND BACKGROUND:
HEKS/EPER is a Swiss INGO founded in 1946. HEKS/EPER is supporting local partner organizations with around 200 projects in 34 key countries worldwide. HEKS/EPER Moldova Office cooperates with NGO active in the field of development cooperation and humanitarian aid.
HEKS/EPER was active in the Republic of Moldova from 2004 to 2020 and the latest Country Program 2016-2020 was aiming at improving the living conditions for people in the rural areas of the Republic of Moldova. The focus on the rural areas addressed the disparities and inequalities in development of urban and rural areas in Moldova.
Due to such a context and knowing that HEKS/EPER has a previous strong experience in the country by supporting local partners, it has been decided to open again the Country Office (CO) based in Chișinău. HEKS/EPER implements projects through well-known partners, local and national NGOs with strong expertise and experience.
HEKS/EPER is launching a new project for web-based IT courses. The courses will be certified by Google and enable the participants to compete the state-of-the-art technology-based jobs. HEKS/EPER Moldova is looking for 2 community facilitators having strong IT skills and experience in supporting IT courses at different platforms.
MAIN RESPONSIBILITIES AND TASKS:
Community Facilitator is the front-line for implementation of the project, working on-site with the local community, educational institutes, partners and stakeholders. The role is focused on building relationships and facilitating opportunities, disseminating information and collecting data for registration of students for the IT courses. Community facilitator works collaboratively as part of the team on site and local stakeholders, promoting communication between partners, the communities and service providers.

Project Implementation |
· Supporting Project officer in identifying students for the desired courses. · Prepare orientation sessions, keeping track of all applications and related material / data for the interested students. · Working closely with the PO (RGA) and Finance & Admin Coordinator (FAC) occasionally for contributing to the project implementation. · Facilitate and support activities for the promotion of education and access to livelihoods (focus on the IT sector), as well as community engagement. · Coordinate with Project Officer to organise various events at universities, and other educational institutions for the information regarding IT courses. · She/He will be responsible for supervising the day-to-day implementation of activities across the implementation sites and online. · She/He will supervise and facilitate training sessions on IT-related subjects and economic inclusion, as well as meetings with refugees from Ukraine and Moldovan communities. · Engaging with project beneficiaries (Ukrainian refugees and host communities) to promote proposed activities. Monitor learners’ progress on the Study Platform. · Liaising with key partners to ensure activities and initiatives are progressed as planned. · She/He will be responsible to ensuring quality data collection and reporting. · Contributing to work plans and project plans to deliver the core elements of the project. Contributing to regular reports on project progress. · Organising workshops and events related to the courses. |

· Exceptional people skills, ability to work alongside vulnerable community members and beneficiaries, as well as partners, in a collaborative and constructive manner. · Well-developed stakeholder management and engagement skills. · Exceptional communication skills – verbal and written, able to tailor communication methods and styles to suit the audience. · Genuine concern and passion for the improving the well-being and opportunities available to refugees from and vulnerable Moldovans. Is dedicated to gender equality and the specific challenges faced by women refugees. · Exceptional sense of pedagogy and IT skills. · Ability to assemble training modules, learning materials and roundtable curricula to be used for the different sessions, and meetings. · Ability to come up with a clear training plan, methodology, expectations & outcomes to demonstrate what beneficiaries will be trained on & how they will be trained & what can be achieved at the end of the program. · Ability to prioritise competing interests and deliver outcomes. · Project management skills, with a “can do” approach. Continuous improvement mindset, always seeking to find better ways to achieve better outcomes. · Ability to work in a team and interest to work in an NGO environment. · Aware of GDPR regulations for data protection. |
Experience/Qualifications |
· Experience working in the IT, education sector (schools, University, Adult learning), or community sector. · Experience working in diverse settings, engaging with multiple service providers. · Qualifications in community development / education or other relevant qualification. |
Safety and Security |
· Together with RGA and PO, assesses and consults other partners/educational institutes to ensure security situation of planned locations is ensured. · Keep record of students and harmonise the list and needs/expectation of students in line with project plan. · Assists team members to produce timely incident report to the line manager. · Keep all relevant records of students and the courses conducted. |
